청소년 복지정책의 문제점과 개선 방안에 대한 연구 = A Study on Problems and Improvement of Youth Welfare Policy

국문 초록 (Abstract)

청소년복지정책은 청소년의 생명과 생활을 국가가 보장하여 지역사회에서 생존하고 실존하게 하는 사회제도이다. 그러므로 인간의 사회생활 상의 생존문제를 해결하는 순수과학이 사회복지라고 한다면 인간인 청소년의 복지도 마땅히 사회복지영역으로 보고 청소년의 문제와 복지를 연구하여 실천해야 한다. 그러나 우리의 현실은 아동에 관심이 있지 청소년에게는 적극적인 접근이 없다. 인생의 주기를 보더라도 아동과 청소년의 신체적 심리적 특성과 성격이 서로 다르기 때문에 앞으로는 분리된 범주에서 독자적 분야로 발전시켜야 한다. 또한 청소년기본계획과 청소년기본법에서 청소년복지를 제시하고 있으나 이것들은 기존의 요보호청소년에 대한 대책과 별로 다를 바가 없다. 더욱이 일반 청소년에 대한 복지정책이 미흡하므로 보다 많은 관심과 과학적 연구가 요망된다. 정부는 21세기를 대비한 우리 청소년들을 위해 여가활동부분과 교육 환경 등의 사회 여건 개선, 불우하고 소외된 청소년 지원을 위한 청소년복지정책의 개발에 중점을 두고 있다. 이러한 중점 사업을 효과적으로 추진하기 위해서는 지역단위의 청소년을 위해 "청소년지역주민회의"를 구성하여 해당 지역의 청소년복지운동에 동참하도록 참여시켜야 한다. 청소년들이 일상생활을 통하여 가깝게 접근할 수 있는 생활권 수련시설과 청소년센터를 설치하고 전문 인력을 배치하는 것이다. 특히 청소년복지정책을 실시하기 위한 국회 광역의회 기초의회에서의 예산확보를 충실히 노력해야 한다. 복지정책이라는 이름으로 청소년들에게 제공되고 있다는 사실과 문화적인 측면을 떠나서 기본적인 생활모습에까지도 미비한 수준에 이르고 있는 현재의 복지정책에 놀라움을 금할 수 없었다. 또 다른 복지 분야에 비해서 청소년 분야가 학교에서도 그렇고 대외적으로도 자료의 양에 부족함이 많았다. 마지막으로 청소년들의 문화 공간의 확충을 위해서 전문적인 청소년문화시설이나 기관이 많이 설립되어야 할 것이다. 문화공간이라는 것이 일차적인 생활의 부를 가져오지는 않겠지만 문화공간을 통해서 청소년들의 공간이 일차적인 빈곤을 막기 위한 청소년 복지정책의 모태가 될 수 있기 때문이다.

Youth welfare policy is a social system in which the state guarantees the life and the life of the youth to live and exist in the community. Therefore, if the pure science that solves the problem of survival in human society is social welfare, the welfare of the human youth should be regarded as the social welfare area, and the problem and welfare of the youth should be studied and practiced. However, our reality is concerned with children. There is no active approach to youth. Since the physical and psychological characteristics and personality of children and adolescents are different from each other's life cycle, it is necessary to develop them into separate fields in the future. In addition, the Youth Basic Plan and the Youth Basic Law propose youth welfare, but these are not much different from measures for existing youths who need protection. Furthermore, since the welfare policy for the general youth is insufficient, more attention and scientific research are demanded. The government is focusing on the development of youth welfare policies for the improvement of social conditions such as leisure activities and educational environment for the youth of the 21st century, and for the support of youths who are in need and are underprivileged. In order to effectively carry out these important projects, it is necessary to form a "Youth Local Community Conference" for local youth and participate in the local youth welfare campaign. It is to set up a life training center and a youth center where young people can get close to each other through everyday life, and to arrange specialists. Especially, it should strive to secure the budget at the parliamentary council for the implementation of youth welfare policy. Apart from the fact that it is provided to young people under the name of welfare policy and cultural aspects, I was not surprised at the present welfare policy which is reaching a level of insufficient level of basic life style. Compared to other welfare areas, the youth sector is also lacking in the amount of data, both at school and abroad. Finally, a lot of professional youth culture facilities and institutions should be established in order to expand the cultural space for adolescents. Cultural space does not bring a wealth of primary life, but it can become a mother of youth welfare policy to prevent primary poverty through cultural space.
