Despite their central role as members of multicultural families and as key actors responsible for family reproduction in South Korea, marriage migrant women have largely been represented in policy and institutional discourses as passive recipients of protection and support. Such positioning tends to downplay their agency and obscures the forms of citizenship and capabilities they enact in everyday life. This study conceptualizes the lives of marriage migrant women as processes of becoming citizens and focuses on support relationships as the relational foundation through which such capabilities are formed. Support relationships refer to the perceived availability of resources that individuals believe they can mobilize when needed, and in this study they serve as an analytical benchmark for assessing marriage migrant women’s capabilities for becoming citizens. In particular, these relational foundations are structurally conditioned by group-specific contexts of reception, suggesting that capabilities for becoming citizens may be unevenly formed across ethnic groups. Accordingly, this study explains the mechanisms through which group differences in support relationships emerge at the intersection of structural conditions and agentic practices. To this end, it distinguishes two dimensions through which contexts of reception intervene in the formation of support relationships: inequalities in the distribution of resources and the differential effects of agentic practices, and analyzes their respective dynamics.
Specifically, this study comparatively examines Han Chinese and Joseonjok women from China and Vietnamese women as focal groups. It analyzes the structural transformations in China and Vietnam during the period of systemic transition, as well as the historical and institutional processes through which their transnational marriage migration was formed and incorporated into South Korean society, in order to identify group-specific contexts of reception. Building on this foundation, the study explains differences in the structural bases underlying the formation of support relationships. Furthermore, drawing on the 2015 and 2018 National Survey of Multicultural Families, it specifies group differences in support relationships and empirically assesses the differential effects of agentic practices.
The results of the study are summarized as follows: First, although the transnational marriage migration of Joseonjok, Han Chinese, and Vietnamese women emerged within the shared structural transformation from a socialist planned economy to a market economy, the characteristics of their migration pathways linking them to South Korea differed markedly across groups. Joseonjok women followed an indirect labor-migration trajectory in which pre-existing livelihood-based mobility expanded into the South Korean labor market through marriage. In contrast, Han Chinese women exhibited more dispersed and network-based migration patterns, shaped by differential access to social networks within an expanding spatial field of hypergamous marriage. Vietnamese women, by comparison, entered international marriage as a household-level strategy for coping with economic vulnerability, with commercial brokerage operating as a central intermediary. Their migration displayed path-dependent features, with destinations reconfigured in response to changes in institutional and market conditions.
Second, although all three groups have been incorporated into Korean society as marriage migrants, the modes of institutional incorporation and their social and discursive representations are configured differently across groups. Joseonjok women, while enjoying access to relatively diverse options through both their status as marriage migrants and institutional arrangements related to overseas Koreans, have nonetheless been socially positioned in a boundary location—sharing certain insider attributes yet marked by a persistent social distance. Han Chinese and Vietnamese women, by contrast, are placed within the same institutional category of marriage migrants, where the stability of settlement remains partly contingent upon the maintenance of their marital relationships. Vietnamese women in particular have been represented as a symbolic presence within multicultural discourse, where processes of othering as foreigners operate alongside paternalistic, protection-and-support oriented gazes.
Third, differences in group-specific contexts of reception structured the distribution of resources and opportunities necessary for forming support relationships, thereby generating distinct relational patterns across groups. Among Joseonjok women, support relationships with Koreans accounted for a relatively larger share and were more closely aligned with their socioeconomic and institutional positions as well as the conditions of everyday practice within Korean society. Among Han Chinese women, support relationships with Koreans and co-ethnics coexisted in a relatively balanced pattern, reflecting multilayered associations shaped by heterogeneous migration pathways and overlapping individual resources. In contrast, among Vietnamese women, co-ethnic support relationships constituted a comparatively larger share, while support relationships with Koreans tended to be dispersed and maintained through individualized contacts and localized participation.
Fourth, after controlling for structural factors and testing the differential effects of agentic practices, the results showed that even agentic practices such as practical capabilities, experiential resources, and perceived social constraints did not operate uniformly across groups. While some factors demonstrated consistent and statistically significant associations across all groups, others exhibited distinct patterns of influence depending on group membership. These findings indicate that the effects of agentic practices on the formation of support relationships are differentially manifested according to contexts of reception.
Taken together, these results show that marriage migrant women’s support relationships are not merely products of individual adaptation or individual resources, but rather relational structures formed through the interplay between structural conditions and agentic practices within contexts of reception that are differently organized across ethnic groups. Furthermore, the capabilities for becoming citizens does not follow a linear trajectory of accumulation. Instead, it develops along divergent pathways shaped by group-specific structural constraints and conditions of practice.
