대약진운동 시기 중국 계획경제제도의 동학과 경제관료 : 역사적 제도주의 시각을 중심으로 = A Study on the Dynamics of Chinese Planning Economic System and Economic Bureaucrats in the GLF : Forcused on Historical Institutionalism

다국어 초록 (Multilingual Abstract)

This paper is analyzed the dynamics of the formation and transition in the Chinese planned economy institutions in the era of the Great Leap Forward(GLF). This paper in the historical institutionalism perspective, found that the theoretical concept "intercurrence" is useful in explaining the institutional change and the dynamics in the years of the Great Leap Forward. The results of the analysis on the CPC’s policy process in that time are as follows: First, to study on the institutions of Chinese planning economy should not be explained to the single factor such as a socialist economic management system but should be explained to complex factors as the conflicts of competitive institutions which included ideological, policy ideas, economic management mechanism, and power struggle in political area. Second, the Chinese economic bureaucracy in that time have a large impact on China's socialist economic development, especially the State Planning Commission of the Chinese planned economy system is the key organization since the GLF years, therefore we should be focused to the networks and leadership of the bureaucrats.

국문 초록 (Abstract)

본 연구는 대약진운동 시기의 계획경제관리제도의 형성과 변화의 동학을 역사적 제도주의 시각에서 분석하고자 하였다. 연구의 대상으로 삼고 있는 대약진운동 시기는 사회주의체제 성립 후 중국이 맞이한 최대의 국가적 위기 국면이었고, 그 과정에서 다양한 제도상의 분화와 갈등 그리고 조정이 진행되었기에 중국이라는 국가의 제도와 정책이 갖는 동학을 연구하는데 가장 적합한 사례라고 할 수 있으며, 다양한 제도들이 이 국면에서 어떻게 경쟁하고, 어떤 요인들이 제도경쟁에 영향을 미쳤는지를 파악할 수 있는 좋은 소재이기도 하다. 대약진운동 시기 중국의 계획경제제도는 이데올로기, 정책아이디어, 경제관리기구, 경제관료 네트워크라는 네 가지 요소로 구성되어 상호 영향을 미치고 있었고, 이들 요소는 현재 중국의 경제제도에 여전히 큰 영향을 미치는 요소들이며 현재 중국정책 기제에서 정책 행위자의 행위와 선택에 영향을 주었다고 할 수 있다. 대약진운동 과정에서의 계획경제제도 핵심 행위자인 국가계획위원회는 당시 중국 사회주의체제의 제도경합이나 정책경쟁의 중심에 위치해 있으면서도 역할과 지위를 유지하였는데 이는 지지하는 정치엘리트의 지원과 전문성을 기반으로 한 정책수행능력에 따른 것이다. 이후 문화혁명과 개혁개방 시기 심각한 제도경쟁 속에서도 급격한 변화를 제약하고 점진적이고 안정적 전환으로 이끄는 역할을 해왔다. 본 연구는 중국의 경제정책결정과정에서 중요한 역할을 담당하고 있는 경제관료의 정책적 행위에 영향을 미치는 요소의 역사적 기원을 탐색하고 있다.
