This study was conducted to analyze the current status of local governments' education welfare investment expenditures and to propose investment plans that can improve the efficiency and performance of future education welfare support. To this end, education welfare expenditure items were extracted based on the 2022 budget data disclosed in Local Finance 365, and the total investment scale and the scale by item were analyzed. As a result of the analysis, the total number of education welfare-related projects of local governments was 48,395, and the budget amount was 54.795 trillion won, which is about 11% of the total local government projects and budgets. In the education sector, the project budget was found to be large in the order of early childhood and elementary/secondary education, lifelong-vocational education, and higher education. Based on these analysis results, it was suggested that a detailed comparative analysis of expenditure items by local government should be conducted in the future, and that the analysis criteria should be advanced as the standards for education welfare and social welfare are ambiguous. In addition, it was found that efforts are needed to divide roles and establish governance for educational welfare investment between local governments and metropolitan provincial offices of education.
