이탈리아 내 냉전 구도의 형성과 시칠리아 마피아-기민당 연합 = The Formation of the Cold War Structure in Italy and the Mafia-Christian Democracy Alliance

국문 초록 (Abstract)

본 연구는 최근 수십 년간 이탈리아 제1공화국을 지탱한 틀인 시칠리아 마피아-기민당-미국의 삼각 연대가 형성되는 과정을 추적했다. 미국이 이탈리아의 군사, 외교적 측면에 영향력을 행사했다면, 기민당과 마피아는 선거와 이권을 매개로 국내 정치의 주도권을 유지하는 기둥이었다. 애초에 세 주체들은 관심 영역과 지향점이 달라서 타협하기에 어려움이 있었다. 그런 점에서 동맹을 생성하게끔 압박한 시간적 배경, 즉 냉전의 고조와 시칠리아 특별자치법 제정 이후 전국적 정치 체제의 출범을 고려하여, 1946년 6월 국민투표 이후부터 기민당 정권이 확립되고 토지개혁이 마무리되는 시기까지를 자세히 고찰했다. 당시의 관건은 반나치 투쟁의 유산인 전후 연정을 이탈하는 데에 미온적이던 중도세력 기민당을 반공 동맹으로 견인하는 것이었다. 트루먼 독트린으로 대표되는 대외적 압력 이상으로, 마피아는 1947년 지방선거와 지네스트라 문 참사를 계기로 시칠리아를 기점으로 냉전 구도를 조성하는 것을 주도했으며, 기민당이 이에 호응함으로써 동맹의 단초가 형성되었다. 1948년 총선에서는 마피아와 미국이 기민당을 적극 지원함으로써 종전 이래 유지된 좌익 중심의 정치 지형을 무너뜨리고 기민당이 남부를 기반으로 우위를 점하며 장기집권할 수 있는 토대를 마련했다. 또한 기민당과 마피아는 토지개혁을 통해서 공고한 협력 구조를 구축했다. 이렇듯 마피아는 시칠리아 내의 기득권 방어를 위한 전략의 연장선 상에서 삼자 연대를 형성하는 데에 주도적 역할을 했다.

다국어 초록 (Multilingual Abstract)

This study traces the formation of the triangular alliance among the Mafia, the Christian Democracy, and the United States, which sustained the Italian First Republic for decades. While the United States exerted influence over Italy’s military and diplomatic affairs, the Christian Democracy and the Mafia were the pillars that maintained control of domestic politics through elections and vested interests. Initially, these three actors faced difficulties in reaching compromise due to their differing interests and aspirations. Considering the temporal context that pressured the formation of this alliance–namely, the escalation of the Cold War and the establishment of a national political system following the enactment of the Statute of Sicily-, this study examines the period from the June 1946 referendum to the consolidation of the Christian Democracy’s government and the completion of land reform. The key issue at the time was to lead the centrist Christian Democracy into an anti-communist alliance. Through a microscopic analysis, this study confirms that the Mafia played a leading role in forming this tripartite alliance to spread the Cold War atmosphere and maintain vested interests on the island.
