공공임대주택 공동체 활성화를 위한 단지텃밭 운영현황 사례조사를통한 제도개선 연구 = A Study on the Regulation Improvement through the Case Study on Community Garden for the Promotion of Public Rental Housing Community

In recent years, interest in ‘urban agriculture’ has increased as interest in health, safe food, and leisure grows. In November 2011, the Government enacted the “Act on Development and Support of Urban Agriculture” as an institutional basis to cope with the increasing demand for urban agriculture through the institutional and financial support.
This study suggests that urban agriculture, which is attracting attention as a new community activity in the city, can contribute to the negative image of the rental housing complex and to resolve the relative loss of residents. However, since the criteria and system for establishing the community garden in the housing complex are insufficient, this study was to find ways to improve the system and regulation so that the community garden can be settled in the housing complex community. For this purpose, this study conducted field study and manager interviews on 18 domestic housing complexes have community gardens, and identified the type of construction, type and location of community gardens, and operation system, etc. As a result of the case study, it has been found that community gardens have a positive effect on the activation of resident community. In order to activate them, regulation improvement is needed to include community garden as a type of communal facilities.

국문 초록 (Abstract)

최근 도시 거주자의 건강, 안전한 먹거리, 여가생활에 대한 관심이 증가하면서, ‘도시농업’에 대한 관심도 증가하고 있다. 정부는 증가하는 도시농업 수요에 대응할 수 있는 제도적 기반으로 2011년 11월「도시농업의 육성 및 지원에 관한 법률」(이하, 도시농업법)을 제정하여, 제도적·재정적 지원을 통해 도시농업 활성화를 위해 노력하고 있다.
본 연구는 도시 내 새로운 공동체 활동으로 주목 받고 있는 도시농업이 임대주택단지에 대한 부정적 이미지, 거주자 상대적 상실감 해소에 일정 부분 기여할 수 있다고 판단하였다. 그러나 현재 공동주택 단지텃밭 설치 관련 기준 및 제도는 미비한 상태이므로, 단지텃밭을 단지 내 공동체 활성화 장으로 정착시킬 수 있는 제도개선 방안 모색을 목적으로 진행하였다.
이를 위해서 본 연구는 단지텃밭을 운영하고 있는 국내 18개 단지를 대상으로 현장조사 및 관리자 면담조사를 실시하여 조성방식, 단지텃밭의 유형 및 위치, 운영방식 등을 파악하였다. 조사결과를 토대로 문제점을 도출하고 현행 관련법 및 규정을 대상으로 단지텃밭을 활성화 시킬 수 있는 제도 개선방안을 제시하고자 하였다.
