As a side effect of rapid industrialization and economic development, the number of socially vulnerable people has increased. The housing is desperately needed for the socially disadvantaged, such as, homeless people. A detailed guide is needed to solve the homeless problem, and there are cultural differences among countries in how they are supported.
In order to build a broader infrastructure, it is necessary to look how other countries are dealing with homeless problems. The purpose of this study is to analyze the physical environment and operational supporting service characteristics of private supportive houses in Kamagasaki District of Osaka, Japan. The study was conducted by field visits and in-depth interviews methods. Three supportive housing cases were analyzed. As results, all cases were changed from the existing guest hotel, and they utilized facilities like sprinklers for fire act, existing community spaces for social interaction, as well as, concierge space for service coordination. The operators were taking care of residents with reciprocal relationships, and the service programs were flexible depending on their characteristics. Particularly, the supportive housing operators were established the non-profit organization. Private supportive housings in Osaka is a naturally generated model that is sustainable and community-oriented. The Japan cases showed that there are various ways to provide and develop supportive housings.

국문 초록 (Abstract)

현대사회에서 급속한 산업화와 경제발전의 부작용으로 노숙인과 같은 사회취약계층이 증가하였다. 사회취약계층에게는 특히, 주거문제 해결이 절실한데 아직까지 정부의 제도적 방침과 정책은 미미하다. 북미나 유럽의 경우 노숙인 주거문제 해결을 위해 서포티브주택을 국가 정책으로 공약하고 선주거지원 원리에 따라 취약계층을 지원하고 있다. 그러나 나라마다 진행되고 있는 지원주택 추동력에는 차이가 있기 때문에 보다 다양한 문화권에서 어떻게 사회취약계층 주거문제에 대응하고 있는지 살펴볼 필요가 있다. 본 연구의 목적은 일본 오사카시 노숙인이 밀집해있는 쇠퇴지역의 지원주택 사례들의 특성을 분석하는 것이다. 구체적 대상지는 일본 오사카시 가마가사키 지역의 지원주택인 ‘오하나’, ‘코스모’, ‘히다마리’이다. 본 연구는 실제 현장의 데이터를 수집하기 위해 현장방문관찰 및 운영자 심층면담 방법을 활용하였다. 또한 수집된 데이터의 보완을 위해 대상사례에 대하여 공개된 문헌들을 조사하는 방법을 활용하였다. 본 연구결과 첫째, 세사례는 공통적으로 간이숙박소를 지원주택으로 용도변경한 세 사례들은 운영자와 거주자의 호혜적인 관계에서 만들어졌다. 둘째, 건축적 환경의 경우 세 사례는 간이숙박소를 개조한 지원주택으로 소방법상에서 무리가 없었으며, 특별히 담화실이라는 커뮤니티공간과 코디네이터 역할을 하는 직원 컨시어지 공간을 구축하였다. 셋째, 운영 및 서비스 특성의 경우 자연스럽게 필요한 서비스를 거주자 맞춤형으로 연결해주고 또 필요에 따라서 다양한 교류활동을 만들어서 선택적으로 제공하게 하였다. 한국은 현재 세계최고 속도의 저출산·초고령·저성장 위기상황에 직면해 있다. 취약계층을 위하여 미국과 같이 대대적인 공공지원이 어려울 수 있지만 본 일본사례들과 같이 수많은 제약을 넘어서 공생 원리로 호혜적인 민관 협력을 도모할 필요가 있다. 지원주택 보급을 위한 효율적인 정책과 제도를 마련하는 것은 시민사회의 추동력이 될 수 있을 것이다.
