대구시 도심주거지 정비사업의 실태에 관한 연구 = A Study on the Actual Condition of Urban Residential Rearrangement Projects in Daegu City

국문 초록 (Abstract)

본 연구는 도시정비사업의 현황과 절차에 대하여 살펴보기 위해 각종 법규나 실제적인 시행 내용을 중심으로 분석한 결과 다음과 같은 내용을 알 수 있었다.
첫째, 주거지 정비과정은 시간의 변화에 따라서 조금씩 차이를 나타내고 있으며, 여기에 따라 자산 가치에 영향을 줄 것으로 사료되어진다. 둘째, 정비사업은 주민들의 동의가 가장 중요한 내용 중의 하나이다. 그러나 주민들의 의견이 개발전의 시간경과에 따라 변하는 경우가 있기 때문에 정비사업이 실시하기도 전에 정비사업 대상지 자체가 무산되는 경우도 있다. 또한 도시계획위원회, 교통, 경관 그리고 교육환경평가 심의 등의 절차에서도 사업의 결과에 영향을 주고 있다. 셋째, 정비사업은 시공사가 결정되어야 개발이 가능한데 시공사의 결정도 어려울 뿐 아니라 시공사가 결정되어도 주민들 간 혹은 시공사의 시공능력 등으로 정비사업의 진척에 지장을 초래하는 경우가 있다.
이상에서 나타난 결과는 지면관계상 여러 절차를 생략하고 중요한 몇 가지만 분석하였기 때문에 도시재생사업에 대한 명확한 결론에 도달하지 못하였다. 따라서 보다 구체적이고 광범위한 내용은 차후의 본 논문을 정리할 때 기술하겠다는 것을 밝혀둔다.

다국어 초록 (Multilingual Abstract)

In this study, we analyzed the current situation and the procedure of the urban rearrangement project, and analyzed various laws and actual practice contents. As a result, the following contents were learned. First, the rearrangement process of residential area shows a slight difference in response to the change in time, and it is thought that it affects the asset value based on this. Second, rearrangement project is one of the most important contents of consent of residents. However, there are cases where the opinions of residents change according to the time elapsed before the development. Therefore, the site of project itself may be abandoned before the rearrangement project is carried out. In addition, procedures such as the Urban Planning Commission, the traffic, the landscape, and the evaluation of the educational environment also affect the outcome of the project. Third, the rearrangement project can be carried out only if a construction worker is determined. But it is difficult to determine the contractor. In some cases, disagreements among residents or the ability of the contractor may make it difficult to proceed with the project, Even after the construction worker is determined. It is revealed that 131 sites for the duration of the rearrangement projects and four sites for specific analysis of the rearrangment projects are not able to produce generalized results and represent characteristics of the city of Daegu. Therefore, more specific and extensive contents will be described in the subsequent compilation of this paper.
