간디의 자치 사상 = Gandhi`s thought of Swaraj (Self-rule)

국문 초록 (Abstract)

간디의 자치 사상은 인도가 70만 개 마을공화국의 연방이라는 그의 주장으로 집약된다. 간디는 인도의 독립과 재건은 마을의 재건에 달려 있다고 생각했다. 간디가 옹호한 자치는 밑으로부터의 민주주의, 즉 풀뿌리민주주의와 마을의 경제적 자급자족을 실현하는 마을공화국을 뜻했다. 간디가 이상적으로 그린 사회는 국가 없는 민주주의, 계몽된 무정부 상태, 국가를 분산시키는 자치 사회였다. 간디의 자치 사상은 전근대적이라는 등의 비판을 받기도 했지만 독립 당시의 헌법 제정안에 포함되었고, 마침내 1993년의 헌법 개정 시에 채택되었다. 이러한 간디의 자치사상은 현대 민주주의의 가장 훌륭한 모델로 평가되고 있고, 그의 정부 없는 민주주의 사상은 한국의 민주주의 발전에도 시사 하는 바 크다고 할 수 있다.

Gandhi thought that the independence and rebuilding of India was relied on the reconstruction of the ancient village self-rule system. But the picture of village swaraj as conceived by Gandhi was not the resurrection of the old village Panchayats but the fresh formation of independent units of swaraj in the context of the present-day world. Gandhi thought ideal society was a stateless democracy, the state of enlightened anarchy where social life had become to perfect that it was self regulated. Gandhi`s idea of village swaraj or panchayati raj in favour of people`s participation in governance remains at the heart of democratic project. His critique therefore laid the foundation of a meaningful of democracy, at the same time, he had also demonstrated the danger of concentration of power and the need for its devolution through a process of mass participation. Gandhi`s thought was criticized by many modernist, but it influenced on its development into the panchayati system implemented since 1993 on the occasion of its inclusion in the 73rd amendment of the Indian
