As the administrative environment is becoming diverse and specialized, the need for human resources management to ensure governmental organizations?effective operation is emerging. Unlike the private companies, the government aims to benefit the public, and the scope is vast. Thus, if there is confusion concerning the initiatives pursued by the government, this may bring about immense loss. Accordingly, management of the government officials who handle the work is very important.
However, management of human resources at the governmental organizations is criticized by the society for the strong guarantee of government officials? status.
There are instances in which government officials who do not meet the required expectation level due to the lack of work performance and the lack of capability negatively affect the operation of the organizations. Likewise, alternatives and methods to address this issue are required.
Recognizing this problem, this research aims to pursue after the management of human resources by forming fine balance between two objectives - protection of the government officials? rights and increase of efficiency
This research paper is meaningful in the sense that it searches for the solutions needed to resolve the actual problems faced by the organizations, based on the Personal Administration Theory, concerning the human resources management and human resources development which are demanded by the governmental organizations. In particular, unlike the existing researches that focused on how to manage the high performers at the governmental organizations, an analysis is conducted on the low performers who areemerging as the new target for human resources management in order to conduct a research on the ways to manage human resources for the effective operation of the governmental organizations.
The research targets the City of Seoul?s Field Correction Cadre that successfully carried out the measure to managelow performers after adopting the system in 2007. The system now entered into the maturation stage. A study was conducted on the governmental organizations? effective human resources management, whereas an analysis of the Field Correction Cadre was conducted in detail by each element. For this, a model that is appropriate for the system was sought for based on the 7S model developed by Pascale and Athos (1981).
The analysis of the research conducted on the Field Correction Cadre took place from three aspects - environmental, structural and personal ? and the environmental analysis was conducted by dividing up into strategy, sharing of values, and leadership style. For the structural analysis, system (discernment of the targets) and technology (training program) were analyzed. Asfor the personal analysis, targets and awareness towards the evaluation system were analyzed.
Through the strategy analysis among the environmental analysis, it was confirmed that the Field Correction Cadre renewed the organization?s culture and built internal and external competitiveness. The value sharing analysis demonstrated that the working behavior of the government officials changed and the fair competition was encouraged. As for the leadership style, there was some confusion in the beginning, but as the system entered into the maturation period; it is possible to see that the communication and cooperation among the government officials increased which in turn formed a relationship of interest, and created positive ambience in which the system?s purpose and vision are reviewed once again.
The structural analysis confirmed that the system (discernment of the targets) has improved ever since it was adopted in 2007, and it was continually improved from 2008 through 2009 to reinforce objectivity and fairness. It was possible to confirm that a structured program was successfullyoperated to increase the capability level of technology (training program), which was transformed in a way to be customized to the individuals.
In the personal analysis, the subjects did not perceive the Field Correction Cadre under positive light. However, as the system underwent introduction, take-off and maturation phases, they changed their initial views. They were starting to perceive the system under positive light. Moreover, the recording and evaluation carried out at all times and the draft system which were the core elements of the Field Correction Cadre?s evaluation system were modified or excluded since they may cause unnecessary negative reaction in the organization.
This analysis demonstrated that there was a change in the awareness towards the performance management system and towards the training system for the low performers,starting with the effort made by the City of Seoul?s Field Correction Cadre to manage low performers, to improve the organization?s ambience as a work place, to streamline the organization, to change into performance-oriented organization, to increase competitiveness of the organization and to encourage the individuals? self-realization at the same time.
Moreover, the analysis showed that there is a need to complement some points to increase the efficiency of the governmental organizations by conducting an analysis on the City of Seoul?s Field Correction Cadre.
First, it is necessary to develop a clear strategy, which in turn points out to the direction that the government officials need to take. Through this, the organization can start to make a common strategy. In addition to this strategy, the approach to the human resources management on a long-term basis depends on the shared value, and the flexibility and efficiency of the leadership style of the system operator.
Secondly, an evaluation system based on an objective and fair standard needs to consolidate its position. Although there is a limit to measure performance, a process that entails continual improvement in order to guarantee maximum objectivity and fairness is needed. Towards this end, a clear concept and standard for evaluation are required. Moreover, the system should be one which anyone accepts by transforming the system into an open one. To complement these problems, the researcher proposed a framework for the capability based performance management system, and the applicable framework includes the process for compensating and promoting by conducting capability centered training based on the evaluation, carried out through the capability model and evaluation center, which is based on the job performance management.
Lastly, it is necessary to establish the system by factoring in the organization members and the culture. The system can be implemented in the long-run only when it is established by factoring in the appropriateness among the systems and methods and by thinking about who is the main entity of the organizational change, and only then the organization members can accept the system naturally.
City of Seoul?s Field Correction Cadre is the system that gains a successful access to the new human resources management and human resources development. This research disclosed that the Field Correction Cadre managed to increase the efficiency of the governmental organizations, starting with the management of the low performers. Going steps further, it is meaningful becauseit presented the framework and the direction for the new human resources management. The measures to complement proposed by this research could contribute to increasing the efficiency of the administrative organizations if they are used as the toolsfor managing human resources.
