장애 영·유아 조기발견을 위한 협력적 추적 체계의 개발 방향 = Future Direction of a Collaborative Tracking System for Identifying Young Children with Disabilities

Identifying young children with disabilities as early as possible through systematic and comprehensive procedures is important for early intervention and early childhood special education. Providing services, not only to young children with disabilities but also to young children with developmental delays or at-risk for disabilities, is emphasized in order to prevent disabilities and facilitate child development. To provide comprehensive and coordinated services to young children with special needs and their families, a tracking system is needed to ensure that they receive continuous and appropriate services to improve health and developmental outcome. The purpose of this research was to suggest the future direction of a tracking system in Korea for identifying young children with disabilities and facilitating comprehensive services. First, several areas are identified such as the compositions and roles of an integrated, collaborative tracking system, issues of the tracking system, trends in the development of integrated tracking systems and data collection, and the roles of parents with respect to a tracking system. Second, the following areas for development are suggested: a) a referral system to identify young children with disabilities; b) definitions and criteria for including a child in the tracking system; c) system to register, track, and manage identified infants and young; and d) a community-based collaborative interagency committee which would be responsible for the tracking system. To facilitate organizing of the committee, it is suggested that an integrated tracking database management system be developed through interagency collaboration.

국문 초록 (Abstract)

본 연구에서는 협력적 추적 체계 전담 기구의 구성 및 역할, 추적 체계의 쟁점, 추적 자료의 수집 및 통합 데이터베이스의 개발 과제, 추적 체계내의 부모(가족) 역할에 대해 알아보고, 향후 국내 장애영․유아의 조기발견을 위한 추적 체계의 개발 방향을 제시하였다. 먼저 연구자는 협력적 추적 체계를 개발하기 위해서는 장애영․유아의 조기발견을 위한 의뢰체계 및 추적 대상아동의 정의 개발, 지역사회의 연계망구축 및 지역사회중심의 선별프로그램을 개발하여 다양한 시기에 문제의 가능성이 있는 아동들을 찾아 등록하여 체계적으로 추적, 관리하는 체계가 개발되어야 할 것을 제안하였다. 이러한 과제를 해결하기 위해서는 다 분야를 대표할 수 있는 지역사회의 전문가와 행정가, 부모가 참여하는 지역사회 중심의 추적 전담기구가 설립되어야 한다고 보았고, 부처간 협력을 통해 통합적 추적 데이터베이스 시스템이 개발되어야 할 것을 제안하였다.
