민선8기 지방선거의 중앙정치화 경향 분석과 함의 = Centralized Politicization of the 8th Local Elections and its Implications

This study analyzes the trend of centralized politicization in the 8th local elections. In particular, attention is paid to the relationship between the centralized politicization of local elections and the low level of civic participation(voting rate and non-voting election, etc.). This study differs from previous studies in that it analyzes election participation activities in virtual space through network analysis methods in addition to existing methods that have studied the impact of centralized politicization on local elections. The main results of the analysis are as follows. As in previous local elections, centralized politicization occurred in the 8th popular election in terms of turnout, the number of non-voting electors, major issues during the election period, and the contents of power user activities in virtual spaces. In other words, it was confirmed again that he was buried in central political issues rather than paying attention to local policy issues during the local elections. Moreover, the centralized politicization of novel media related to local elections has a new negative impact. The centralized politicization of local elections seems necessary to come up with fundamental measures in that local issues are shunned along with the moral hazard of the elected and become a vicious cycle of low civic participation.

국문 초록 (Abstract)

본 연구는 민선8기 지방선거에서 나타난 중앙정치화 경향을 분석한다. 특히, 지방선거의 중앙정치화 경향이 초래하는 지역의 낮은 시민참여 수준(투표율 및 무투표당선 등)에 주목한다. 본 연구는 중앙정치화가 지방선거에 미치는 영향을 연구해왔던 기존 방법 이외에 네트워크 분석방법을 활용하여 가상공간에서의 선거 참여 활동을 함께 분석한다는 점에서 선행연구와 차별성을 갖는다. 분석의 주요 결과는 다음과 같다. 역대 지방선거와 마찬가지로 민선8기 선거에서도 투표율, 무투표당선인 수, 선거기간의 주요 이슈, 가상공간에서의 파워 유저 활동 내용 등에서 중앙정치화 경향이 나타났다. 지방선거 과정에서 지역 본연의 정책 이슈에 주목하기보다 중앙정치 이슈에 매몰되었음을 재차 확인한 셈이다. 더구나 지방선거 관련 소셜미디어의 중앙정치화 경향은 새로운 부정적 반향을 내재하고 있다. 지방선거의 중앙정치화는 당선인의 도덕적 해이와 함께 지역 쟁점이 외면되어 낮은 시민참여로 악순환된다는 점에서 근본적인 대책 마련이 필요해 보인다.
