This study analyzes the government reform ipractices of Kim Ok-gyun, an enlightenment thinker and activist during Korea's transition to the modern era, in order to derive implications for contemporary senior public officials undertaking government reform. To this end, this article first discusses the characteristics and qualities of a public entrepreneur necessary for leading government reforms. The study provides a brief biography of Kim Ok-gyun and then examines the formation and evolution of his enlightenment thought as a basis for his reform ideas. His practical reform efforts are then analyzed in connection with the domestic and international environments of the time, focusing on his activities related to securing foreign loans, drafting the Rules for Road Construction, cultivating young talent, strengthening the military, promoting industry and agriculture, developing forest resources, the Gapsin Coup and its reform platform, his advocacy for reform through petitions and letters, and his ideas on Samhwa (Pan-Asianism) ideology and national neutrality. Finally, the article concludes by drawing the key lessons his ideas and practices offer to contemporary senior public officials. The research methodology primarily relies on document research under the situation where interviews with historical figures are not possible.
