Rwanda is among the poorest countries in Africa and land is the most important asset for production and livelihoods especially for the poor rural women. In Rwanda like in other African countries, for many years ago, rights to land for women had not been recognized. However, in the recent years, the government of Rwanda has put in place a series of policies to ensure gender equality in land. In 2008 the government launched the land registration and titling to increase the land ownership of women. This study examines the extent to which the land title has affected women's empowerment in rural Rwanda. For that goal, 80 female respondents were selected from Ruhango district which has the highest percentage of poor population and majority of them are women.
This study finds that women’s ownership of the land title has contributed to their empowerment to a certain extent. When women were given the land title, their decision making in using and controlling over the land increased and also violence against women was reduced. However, this paper argues that the land title has played a very limited role in improving the conditions and positions of women, especially for poor rural women, due to other factors such as persisting poverty, ignorance of land rights, small landholdings, fear of taking credits, etc. One of the key problems rural women face in Rwanda is that they do not have full access to credits which results in low agricultural production. Thus the paper further argues that the provision of land title has not increased women’s opportunity to get credits which is crucial to the empowerment of rural women in Rwanda.
The paper also shows that woman who is married, has a job, has higher income, and owns larger size of land is more likely to get bank/financial credits. Poor women are still disadvantaged despite the fact that they own the land. Therefore, the paper provides policy recommendations to improve women’s empowerment such as formation of rural women cooperatives, agricultural trainings, awareness programs on getting credits, government’s support for civil society especially women’s NGOs which has rural women’s empowerment in their responsibilities.
