본 연구는 2016년 7월부터 실시하고 있는 맞춤형 보육정책에 대하여 현재 학부모를 대상으로 한 맞춤형 보육정책실시에 대한 학부모의 맞춤형보육의 이용현황실태와 맞춤형보육의 만족도, 맞춤형보육에 대한 요구사항을 점검하고 살펴보았다. 이 연구를 통해 학부모의 다양한 요구와 제도 시행과정에서 발생할 수 있는 갈등의 해소 방안을 마련하는 기초자료를 제공하는데 의의가 있다. 이를 위한 연구문제는 다음과 같이 3가지로 설정하였다. 첫째, 맞춤보육서비스에 대한 부모의 이용실태는 어떠한가? 둘째, 맞춤보육서비스에 대한 부모의 만족도는 어떠한가? 셋째, 연구문제 3. 맞춤 보육서비스에 대한 부모의 요구도는 어떠한가?
연구 대상자는 맞춤보육을 이용하는 학부모 25명을 대상으로 1차, 2차, 3차에 걸쳐 설문조사를 실시하였다. 맞춤형 보육서비스 이용실태를 알아보기 위해 보건복지부가 서울대학교 아동학과에 의뢰한 맞춤형 보육서비스에 이용실태(2016) 설문문항을 이용하였다. 수집된 자료는 SPSS/WIN 18.0 프로그램을 사용하여 분석하였으며 빈도와 백분율, 반복측정, 분산분석을 실시하였다.
본 연구의 결과는 맞춤형 보육서비스 학부모의 이용실태를 1차, 2차 3차에 거쳐 알아본 결과 맞춤반 이용자들이 종일반을 이용하기 위하여 종일반에 필요한 재직증명서 허위제출 경험 있다고 하였고, 맞춤형 보육 정책에 찬성 여부에서 1차는 ‘찬성’과 ‘반대’가 비슷하게 나타났으며, 2차와 3차에서는 ‘반대’의견이 많은 것으로 나타났다.
또한 맞춤형 보육서비스 만족도 분석결과는 맞춤형 보육서비스의 만족도의 변화는 통계적으로 유의미한 것으로 나타났다. 이는 맞춤형 보육서비스의 만족도는 점점 높아지고 있으나 1, 2, 3차에 걸쳐 설문으로 답변한 결과 차수에 따라 번거로운 시스템으로 인하여 종일형 보육서비스로 전환하는 영아가 점차 많아지는 경향이 보였다. 또한 맞춤형 보육서비스의 요구도는 종일반 선정 기준완화가 나타났다. 개선사항으로는 맞춤형 프로그램 개발 및 보급이 가장 시급한 것으로 나타났다.
이상의 연구결과를 바탕으로 맞춤형 보육서비스 학부모의 인식개선을 위해서는 정책실시에 앞서 학부모의 요구와 보육의 질을 높이기 위한, 맞춤형 보육정책이 정착되기 위해서 정부의 행정적인 지원체제 구축이 필요하다. 따라서 후속연구에서는 어떠한 정부의 지원 정책이 마련되어야 하는지에 대해서 밝혀보는 연구가 수행되어야 할 것이다.

Parental Satisfaction of Customized
Childcare Centers

The study inspected and examined use situation, satisfaction, and requirements of customized childcare of parents in respect of implementing customized childcare policy targeting present parents for customized childcare policy that has been conducted since July, 2016. The study is meaningful to offer basic data preparing solutions of a conflict that is created in the application of the system and various demands of parents. Research problems for this were set as follows.
Research Problem 1. How is parental use situation of customized childcare service going? Research Problem 2. How is parental satisfaction of customized childcare service going? Research Problem 2. How is parental requirement of customized childcare service going?
The first, second, and third surveys were conducted targeting 25 parents using customized childcare. To examine use situation of customized childcare service, the researcher used survey questions of use situation(2016) of customized childcare service that Ministry of Health and Welfare asked Children Education Department of Seoul National University. Collected data was analyzed by SPSS/WIN 18.0 Program, and frequency, percentage, repeated measure, and variance analysis were conducted.
As a result of examining parental use situation of customized childcare service by passing the first, second, and third surveys, users of customized class experienced to submit proof of employment needed to full-day class untruthfully to use full-day class. In agreement of customized childcare policy, ‘ayes’ and ‘noes’ were similarly showed in the first survey, and ‘noes’ were more in the second and third surveys.
In addition, as a result of analyzing satisfaction of customized childcare service, satisfaction change of customized childcare service is statistically meaningful. Satisfaction of customized childcare service is growing, but as a result of answering with the first, second, and third surveys, infants changing to full-day childcare service because of a cumbersome system have increased according to surveys. In addition, requirement of customized childcare service is to relax full-day class selection standard. As improvement, development and dissemination of customized program is the most urgent thing.
Based on above study results, it is necessary to build an administratively support system to improve parental awareness of customized childcare service and to establish customized childcare policy that satisfies the demand of parents and raises quality of childcare before implementing the policy. Therefore, a follow-up study stating which support policy of the government should be prepared should be conducted.
