「新羅內省毛接文書」(‘佐波理加盤付屬文書’)와 신라 內省의 馬政 = the Administrative Document about Mojeob('Saharigaban Doucument') and the Horse Administration of Naeseong in Silla

다국어 초록 (Multilingual Abstract)

This article aims to find out its characteristics and significance by examining the document inserted in 佐波理加盤 which was kept in Shōsō-in(正倉院). As a result of study, I interpreted as ‘所內’, as ‘毛’ and ‘’ as ‘接’ among the controversial letters. Based on this interpretation, this document is considered as a record on collecting ‘Mamomi(馬毛尾)’ from ‘Pacheonchon’ in Namhae by ‘Masonae(馬所內)’ under the Naesung(內省) which took a charge of managing horses. So I suggest to name this document as the Administrative Document of Naeseong about Mojeob(「新羅內省毛接文書」). Additionally, this document shows the process that ‘Masonae’ collected ‘Mamomi’ from ‘Pacheonchon’ and transferred it to ‘mojeon(毛典)’, which was in charge of crafts for Royal court, to let them manufacture products and then, ‘Masonae’ received these products and resent to Gongbongseungsa(供奉乘師) who wrote this document.
On the other hand, when examining ‘Idoo’, the ancient letters of Silla, and transcriptional method of official ranks, it is reasonable to assume that this documents might be written in between the end of the 8th century and the early of the 9th century. In this time, the Naesung operated the ‘majeong’ through Gongbongseungsa taking care of royal horses. It is considered that Masonae shown in this document took a charge of managing royal horse ranch affiliated to Naesung, transferred war horses temporarily and parceled out post horses to Guyeokjeon(尻驛典). Additionally, it can be inferred that Gongbongseungsa met the demand of horses needed for royal events and set up several types of Jeop(接) such as Mojeob(毛接) to procure goods used for the royal court.
