    The goal of this study is to analyze the youth protection policies of National Youth Commission, in concentration on the media and commercial shops harmful to youth. National Youth Commission has carried the policies such as the building the monitoring system of media, educating the Cyber-ethics, and preventing from dysfunction of Internet and healing it. Non-profit organizations has contributed the monitoring of media and 5 Governmental Committees, including National Youth Commission has involved in delivering and regulating the media. The separation of the involved committees and the restriction of the power has brought the inefficiency.
    National Youth Commission has carried the policies of protecting from commercial shops such designating of 'youth no passing' zone, and appointing the civilian police, and the fining. But the policies is less effetive and youth is not protected.
