The shipping industry is a significant sector responsible for the majority of global trade, and seafarers constitute essential human resources who perform maritime transport operations. However, seafarers are exposed to unique working conditions, including prolonged periods at sea, physical isolation from society, confined living spaces, and irregular shift work. These conditions may lead to accumulated psychological stress and social isolation, thereby increasing the risk of mental health problems. Such mental health issues can affect seafarers’ job performance and maritime safety, and may ultimately influence the stable operation of the shipping industry.
This study aims to explore legal and institutional measures to enhance the protection of seafarers’ mental health. To this end, the study examines international frameworks such as the Maritime Labour Convention and the STCW Convention, and analyzes regulatory approaches adopted in major maritime countries including the United Kingdom, the United States, and the Philippines. The study also reviews the current legal framework of the Seafarers Act in Korea and identifies its limitations. The findings indicate that international regulations and major maritime states increasingly recognize seafarers’ mental health as an important component of maritime safety and labor protection, and have established various management and support systems. In contrast, the Korean legal framework contains general provisions regarding seafarers’ health protection, while concrete mechanisms for mental health management remain relatively limited. Based on these findings, this study proposes policy directions including improvements to the seafarer medical examination system, the introduction of psychosocial risk assessment in shipboard safety management, and the strengthening of mental health education and training.
