하수슬러지의 해양배출이 2012년 1월부터 금지되어 하수슬러지의 육상처리가 필요한 실정이다. 하수슬러지 처리 방법 중 복토재 활용은 타 방법에 비해 가장 적절하다고 판단된다. 이러한 문제를 해결하기 위하여 본 연구에서는 재활용 가능한 물질을 첨가재로 활용하여 효율적인 복토재 제조를 도모한다.
실내 시험에서 하수슬러지, 소성왕겨, 생석회, 부산인산석고, 인산의 첨가비를 달리하여 최적 배합비를 선정한 후 현장 시험을 진행하였으며 인공 복토재 기준 적합 여부를 판단한 결과 기준에 준하였으며 인공 복토재로 사용함에 있어 가능한 것으로 판단된다.
1) 각 물질의 비중 시험 결과 하수슬러지 1.04, 소성왕겨 0.88, 생석회 3.25, 부산인산석고 2.25로 나타났고, 입도 분석 결과 소성왕겨의 평균입경 30.49㎍, 생석회 평균입경 3.39㎍, 부산인산석고 66.73㎍로 나타났다. 또한, XRF 결과 하수슬러지는 Fe2O3 26.85%, SiO2 26.18%, 소성왕겨는 SiO2 64.65%, 생석회는 CaO 95.31%, 부산인산석고는 CaO 75.97%로 나타났으며 비표면적 결과 소성왕겨 26.86㎡/g, 생석회 4.10㎡/g, 부산인산석고 17.81㎡/g로 나타났다.
2) 실내 시험에서 하수슬러지와 첨가재의 물성변화는 다양할 것으로 예상되어 최적의 배합비를 선정하였다. 제시된 기준인 pH 12.4이하, 함수율 50%이하, 일축압축강도 1.019kg/㎠ 이상, 투수계수 1.0×10-3~1.0×10-7cm/sec 및 악취의 농도가 10ppm 이하와 경제성을 고려하여 판단한 결과 하수슬러지 중량비 100%, 소성왕겨 10%, 부산인산석고 5%, 생석회 5%, 인산 10%가 최적 배합비로 판단된다.
3) 최적 배합비를 현장 시험에 적용한 결과 혼합의 문제로 배합비를 재 설정한 후 기준 적합 여부를 판단한 결과 pH 11.37~11.95, 함수율 43.17~48.3%, 1일 강도 1.04~2.60kg/㎠, 3일 강도 1.47~3.12kg/㎠, 7일 강도 1.91~ 3.38kg/㎠, 투수계수 1.14×10-6~2.57×10-6cm/sec로 나타났으나 악취 시험 결과 원액 및 희석액의 차이가 나타나 현장 시험에서의 최적 배합비는 하수슬러지 중량비 100%, 소성왕겨 10%, 부산인산석고 5%, 생석회 20%, 인산 7%(원액)가 최적의 배합비로 판단된다.
이에 따라 하수슬러지를 활용하여 고화처리물을 생산하는데 품질 기준에 만족하여 인공 복토재로의 사용함에 있어 가능한 것으로 판단된다.

From January 2012, ocean-dumping of sewage sludge is prohibited in South Korea, so it is required to figure out an effective treatment excuted on land. Among the methodologies, a landfill cover soil utilization would be appropriate solution; thus, it is needed to manufacture an effective landfill cover soil. In this study, the possibility of manufacturing efficient landfill cover soil by using some additive materials is investigated.
In the laboratory test, optimum mixing ratio of an alternative landfill cover soil which consists of sewage sludge, rice husk ash, quicklime, phospho-gypsum, and phosphoric acid was derived. The manufactured soil satisfied the standard of an alternative landfill cover soil. A pilot test followed the laboratory test, and the results below were derived from the field test.
1) From the specific gravity test, it is examined that specific gravity of mater-ials; sewage sludge, rice husk ash, quicklime, and phospho-gypsum, were 1.04, 0.88, 3.25, and 2.25 respectively. From the particle size analysis, average particle diameter of rice husk ash, quicklime, and phospho-gypsum were investigated as 30.49㎍, 3.39㎍, and 66.73㎍ respectively. Moreover, as a result of XRF test, it is examined that sewage sludge contains 26.85 percent of Fe2O3 and 26.18 percent of SiO2, rice husk ash contains 64.65 percent of SiO2, while quicklime contains 95.31 percent of CaO, and phospho-gypsum contains 75.97 percent of CaO. From the specific surface area analysis, it is found that rice husk ash has 26.86㎡/g of specific surface area, and quicklime and phospho-gypsum has 4.10㎡/g and 17.81㎡/g of specific surface area respectively.
2) In the laboratory test, it was assumed that the change in material property would depend on the mixing ratio of sewage sludge and additive material. Therefore, optimum mixing ratio was derived based on that assumption. In addition, the landfill cover soil is supposed to meet following standard; pH lower than 12.4, water content less than 50 percent, uniaxial compressive strength over 1.019 kg/㎠, permeability between 1.0×10-3 and 1.0×10-7cm/sec, malodor intensity lower than 10ppm, and economical feasibility. Accordingly, it was investigated that sewage sludge 100 percent, rice husk ash 10 percent, byproduct phospho-gypsum 5 percent, quicklime 5 percent, and phosphoric acid 10 percent based on weight were optimum mixing ratio for artificial landfill cover soil.
3) In the pilot test, optimum mixing ratio was applied; however, due to difficulties in mixing, mixing ratio was reset to check the suitability. As a result, it is found that the alternative landfill cover soil shows following characteristics; pH between 11.37 and 11.95, 43.17 to 48.3 percent of water content, 1.04 to 2.60 kg/㎠ of uniaxial compressive strength after one day curing, 1.47 to 3.12 kg/㎠ after three day curing, 1.91 to 3.38 kg/㎠ after seven day curing, and 1.14×10-6 to 2.57×10-6cm/sec of permeability. However, the difference in malodor intensity was shown between tests; adding concentrated phosphoric acid and adding diluted phosphoric acid. Therefore, optimum mixing ratio based on of weight is selected as : 100 percent of sewage sludge, 10 percent of rice husk ash, 5 percent phospho-gypsum, 20 percent of quicklime, and 7 percent of undiluted phosphoric acid.
