쿤밍-몬트리올 글로벌 생물다양성 프레임워크(GBF)는 2030년까지 육상 및 해양의 최소 30%를 효과적으로 보전하는 30 by 30 목표를 제시했다. 그러나 급속한 도시화로 인한 토지이용 갈등과 공간 부족으로 기존 보호지역의 단순 확대만으로 목표 달성이 어려운 실정이다. 이러한 한계를 보완하는 수단으로 OECM(Other Effective area-based Conservation Measures)이 국제적으로 주목받고 있다. OECM은 보호지역은 아니지만 생물다양성의 긍정적이고 지속적인 현지 내 보전 성과를 달성하는 지역을 의미한다(CBD, 2018).
국내 OECM은 현재 7곳에 불과하고 대상지 또한 대규모 자연지역 중심으로 편중되어 있어, 도시권에서 시민이 체감할 수 있는 OECM 발굴이 요구된다. 이에 본 연구는 국제 도시 OECM 사례의 유형과 특성을 체계적으로 분석하여 국내 적용 유형을 도출하고, 이를 바탕으로 경기도 내 OECM 후보지 단계적 지정 전략을 제시하는 것을 목적으로 한다. 이를 위해 일본과 캐나다의 국제 등재 OECM 545개를 보전 목적과 공간 규모 기준으로 분석하여 4개 표준 유형(A–D)을 도출하고, 이를 경기도 도시생태현황지도에 적용하여 1,459개소(162.03㎢)의 후보지를 추출하였다.
InVEST Habitat Quality 모델을 활용한 평가 결과, OECM 후보지의 평균 서식지 질(0.76)과 단위 면적당 보전 효율성(THU/Area 0.81)은 보호지역(HQ 0.74, THU/Area 0.73)과 유사한 수준을 보였다. 후보지는 개소수 기준 국공유지 64.6%, 면적 기준 법인 소유 71.6%의 이중 구조를 나타냈으며 이를 바탕으로 D·A 유형의 공공 주도 조기 확산, B 유형의 질적 고도화, C 유형의 민간 협력형 확장으로 이어지는 단계적 지정 전략을 제안하였다.
본 연구는 국제 OECM 사례 분석을 통한 유형 체계 개발, 도시생태현황지도를 활용한 공간 적용 방법론 구축, 생태모델 기반 정량 평가, 그리고 유형별 생태적 성과와 토지소유 구조를 결합한 단계적 지정 전략을 통합적으로 제시함으로써 시민의 일상적 이용과 생태적 보전이 공존 가능한 한국형 도시 OECM의 실증적 기반을 제공하였다. 이는 접근이 제한적인 보호지역과 달리 시민 접근성을 보장하면서도 30by30 목표를 달성할 수 있는 현실적 정책 경로를 제시한다.

The Kunming-Montreal Global Biodiversity Framework (GBF) established the 30by30 target, aiming to effectively conserve at least 30% of terrestrial and marine areas by 2030. However, achieving this goal through the simple expansion of existing protected areas is challenging due to rapid urbanization, land-use conflicts, and spatial constraints. Other Effective area-based Conservation Measures (OECMs) have gained international attention as a complementary approach to address these limitations. OECMs refer to geographically defined areas that achieve positive and sustained in-situ conservation outcomes for biodiversity, even though they are not designated as protected areas (CBD, 2018).
In South Korea, only seven OECMs have been designated, predominantly concentrated in large-scale natural areas, creating a need to identify OECMs in urban areas that are accessible to citizens. This study aims to systematically analyze the types and characteristics of urban OECMs from international cases, derive applicable typologies for the Korean context, and propose a phased designation strategy for OECM candidates in Gyeonggi Province. To achieve this, 545 internationally recognized OECMs from Japan and Canada were analyzed based on conservation objectives and spatial scale, resulting in the derivation of four standard types (A–D). These typologies were applied to the Urban Ecological Status Map of Gyeonggi Province, identifying 1,459 candidate sites covering 162.03㎢.
Using the InVEST Habitat Quality model, the evaluation revealed that the average habitat quality (0.76) and conservation efficiency per unit area (THU/Area 0.81) of OECM candidates were comparable to those of protected areas (HQ 0.74, THU/Area 0.73). The candidates exhibited a dual ownership structure: 64.6% public land by site count and 71.6% corporate ownership by area. Based on these findings, this study proposed a phased designation strategy comprising public-led early expansion of Types D and A, quality enhancement of Type B, and private partnership-based expansion of Type C.
This study provides an empirical foundation for Korean urban OECMs where citizen accessibility and ecological conservation can coexist by integrating typology development through international OECM case analysis, spatial application methodology utilizing Urban Ecological Status Maps, quantitative assessment based on ecological models, and phased designation strategies combining ecological performance and land ownership structures. This offers a practical policy pathway to achieve the 30by30 target while ensuring citizen accessibility, unlike protected areas with restricted access.
