The introduction of the Poverty Reduc-tion Strategy Papers(PRSPs) for low-income countries adopted by the World Bank and the and strategic initiatives that can be adopted to establish North Koreas economic develop-ment plan. The objective is to develop a plan characterized by ownership of the country, with the sustainable suport from these international development agencies as well as South Korea in an effort to develop an economically viable and unified Korea in the future.The assessment of the effectiveness of aids to the North Korean economy as well as in South Korea had been rarely performed despite the decade-long history of humanitarian assistance from the donor comunities. How far development has been achieved in an overal context and the effectiveness of technical assistance as a strategy, therefore, is not effectively determined. Given this situation, the authors propose to examine the potential roles of technical assistance in preparing a comprehensive North Korean economic development plan that adreses the objectives of the Poverty Reduction Strategy. In exploring this study, two preconditions or factors that influence the maximum utilization of both financial and technical assistances, and the effective implementation of the national development plan, namely: timeliness in aid provision and efectivenes in resource mobilization by establishing a trust fund, will be studied.
