한국 경제발전기 정부의 특성과 공무원 교육훈련의 관계에 관한 연구 = A Study on the Relationship between Characteristics of Political Regimes and Civil Service Training in the Era of Economic Development of Korea

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to study the relationship between characteristics of individual administrations and civil service training in the era of economic development of Korea. By analyzing the training programs of the Central Officials Training Institute, the author finds that individual administrations emphasized the so-called public service ethics training for government officials as well as knowledge and skill training required for development and implementation of economic policies. This finding indicates that each government could secure support of government officials and mobilize them to achieve the goals of development policies through civil service training. In sum, this study reveals that the individual governments in the economic development era utilized civil service training as a mean to control government bureaucracy as well as to build capacity of government.
