영국의 이민 관련 제도와 다문화 사회통합을 위한 정책 = Migration and Multi-Cultural Social Integration Policies of the United Kingdom

다국어 초록 (Multilingual Abstract)

The United Kingdom is a multi-cultural society and consists ofimmigrants from all different background. Previously, there was noregulation on the acceptance of immigrants to UK; however, the UKgovernment has set up Immigration Act due to the growing number ofimmigrants in the 1970s. Regardless of this effort, the influx ofimmigrants, including refugees, has increased and a hundred thousandsof workers had migrated in to the UK as the Eastern Europeancountries joined the EU. Due to the overwhelming number of immigrants,the unemployment rate soared and the social welfare system was indanger. Therefore, the UK government made decision to accept immigrantsonly from EU countries and the rest was blocked.
The UK government has strengthened regulations on immigration andalso set up a policy for immigrants to help them in adjusting to UKsociety. The government selectively admits the well-educated orgood-skilled immigrants and provides them with the best environment tosettle down. As the socialization of immigrants is critical to the UKsociety, the settlement program is well organized in UK.

국문 초록 (Abstract)

영국은 가장 대표적인 다문화 사회로 오늘날의 이민자들은 보다 나은 직장과삶을 위해 영국을 찾고 있다. 역사적으로 영국은 끊임없이 이민자를 받아들였지만, 1970년대에 이르러 그 수가 폭발적으로 증가하자 이민법을 제정하여 이민자들에 대한 강경책을 구사하게 된다. 그럼에도 불구하고 난민수용 등으로 인해 이민자 수는 줄지 않았고 2004년 구 동구권의 유럽연합 가입을 계기로 수 십만명의 노동인력이 일시에 영국으로 유입되었다. 자국민의 실업률 상승과 사회보장제도의 붕괴에 대해 우려하게 된 영국 정부는 출입국 통제가 가능한 유럽연합 회원이 아닌 국가의 이민자들의 이민을 봉쇄하였다.
영국의 이민관련 규정과 법규가 최근 급속히 강화되고 있는 반면, 동시에 영국정부는 여러 각도에서 자국이 받아들인 이민자들에 대해 매우 섬세한 배려와 정책을 적용하고 있다. 영국 다문화 사회는 엄격한 심사를 통해 제한된 사람들만을받아들이지만, 이민자들에게 최대한의 도움을 줄 수 있는 방향으로 제도를 개선하고 질 높은 삶을 보장하는 등의 노력을 기울이고 있는 것이다. 이민자들의 삶의 안정은 영국 사회의 안정과도 직결되므로 영국의 이민정책은 시대적 흐름과함께 진보하고 있다.
