동화주의’와 ‘다문화주의’ 사이에서- 프랑스의 이민자 통합정책 = Between Assimilationism and Multiculturalism - French Social Integration Policy for Immigrants -

다국어 초록 (Multilingual Abstract)

Since the Revolution of 1789, France has regarded all men as equal andhuman rights as a value of the highest priority to be respected by thenation, with the Republic's ideology of Republicanism. The social integrationmodel of France based on this aims at social integration premising thatimmigrants should be thoroughly assimilated into French society.
However, seeing a chain of recent social unrests caused by the secondand third generation immigrants, we cannot but question whether thesocial integration policy that France has driven forward with a great dealof trouble for long time results in failure.
Therefore, analyzing the problems and limits of the social immigrants integrationpolicy of France seen as a representation of successful assimilation policycan provide our society with a clue to settle any challenges to coexistencewith other cultures in a new era of ‘a million of foreigners’ with the increase offoreign workers and married immigrants.
For this object, we try to give some direction and forecast of a socialforeigners integration policy suitable for the future Korean society, byexamining the history and legislative systems of the French socialintegration policy for immigrants which has shown diverse aspects byperiods and/or political and economical changes from the 1st World Warup to now, the status and condition of social integration programs, andthe problems and limits of the current social integration policy.

국문 초록 (Abstract)

프랑스는 1789년 혁명 이래 공화국의 이념인 ‘공화주의(共和主義)’를 통해 모든 인간은 평등하며 인권은 국가가 존중해야 할 최우선의 가치로 여겨왔다. 이에입각한 프랑스의 통합모델은 이민자들이 프랑스 사회에 철저히 동화되는 것을 전제로 한 사회통합을 지향해오고 있다. 그러나 최근 불거지고 있는 이민자 2, 3세대에 의한 일련의 소요 사태를 지켜보며 프랑스가 오랫동안 고심하면서 추진해왔던 이민자들에 대한 사회통합 정책이 과연 실패로 끝난 것인가라는 질문을 던지지 않을 수 없다. 따라서 그동안 성공적인 동화정책의 표상처럼 보였던 프랑스의이민자 사회통합 정책이 안고 있는 문제점과 한계를 살펴보는 작업은 현재 외국인 노동자, 결혼 이민자 등의 증가로 ‘외국인 100만’ 시대를 살고 있는 우리 사회가 다른 문화와의 공존이라는 난제를 어떻게 해결해야 할지 그 실마리를 제공해 줄 수 있을 것이다. 이러한 목표를 위해 본 연구는 1차 세계대전-현재까지 시기 별로 혹은 정치경제의 변화에 따라 다른 양상을 보여 온 프랑스의 이민자에대한 사회통합 정책의 변천 과정 및 법 제도, 사회통합 교육의 현황 및 실태, 그리고 사회통합 정책의 문제점과 한계를 살펴보고자 한다.
