미국의 이민정책과 사회통합 = Immigration and Social Integration Policy of the U. S. A.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the immigration and socialintegration policy of the U. S. A. and to discuss some policyimplications for Korean society. Immigration is mainly sponsored byfamily and employers in the U. S. Officially, there is no social integrationpolicy. But the Anglo-conformity model appears to be working in its‘preference system’ which gives priority to those who can be easilyassimilated into the society. Some policy implications are like following:1) government is in charge of making policy and extends thecooperation with the locals and civil organizations, 2) some arrangementssuch as ‘earned legalization’ are established for undocumented alienswhose work is rewarded with the opportunity to receive legal status, 3)‘point system’ may be adopted to assess all worker applicants and togrant permanent status to them, and 4) it is crucial to increase thefairness and flexibility in immigration procedures. In Korea. these implicationsare worth taking into account in its early stage of policy-making for theformation of a ‘new multicultural society’.

국문 초록 (Abstract)

본 연구의 목적은 최대 이민국가인 미국의 이민정책과 사회통합 방안을 분석하여, 한국의 정책개발을 위한 시사점을 제시하는 것이다. 미국 이민의 구성은 가족이민과 취업 이민이 큰 비중을 차지한다는 점에서 한국과 다른 유럽 국가와 유사하다. 미국에는 공식적 사회통합 방안은 없지만, 이민자들을 자국 규범에 동화시키는 모델(Anglo-conformity model of immigration)이 작동된다. 미국 이민은 자격 요건에 따라 우선 순위가 주어지는 ‘선호체제’(preference system)로서이민 자체를 동화 가능성에 비추어 결정한다고 볼 수 있다. 또한 미국은 이미 이주한 사람들을 지역에 통합시키고자 하는 노력을 병행하고 있다. 미국의 정책에서 한국이 유용하게 참고할만한 시사점은 다음과 같다. 첫째, 정부의 리더십을 확립하되, 지자체와 민간과 협조를 강화한다. 둘째, ‘자력 합법화’(earned legalization)등 불법 거주자도 통합될 수 있는 조치를 공식화한다. 셋째, ‘점수제 도입’(pointsystem) 등 이민 인적자원의 수준을 평가하는 체제를 구축한다. 마지막으로 이민절차의 공정성, 유연성과 편의성을 제고한다. 한국은 이민정책의 수립, 입법과 집행 초기에서부터 이와 같은 시사점을 적극적으로 연구하고 반영하여 다문화적 통합을 위해 노력해야 할 것이다.
