캐나다의 이민자 통합정책 레짐에 대한 연구- 온타리오 주를 중심으로 = Canada's Immigrant Integration Regime - the Case of Ontario -

다국어 초록 (Multilingual Abstract)

Canada is a country of immigrants, where large scale immigration is atthe core of its economic policy. Despite an annual increase of over twohundred thousand immigrants, Canada is without serious ethnic conflictand is quite successful in their integration. A major feature of Canada'simmigrant integration regime is that the federal government is responsiblefor devising comprehensive and systemic integration policy and programs,while NGOs are mobilized to deliver most immigrant services in the field.
This model is believed to reduce governmental inefficiency and utilizeresources in the field, leading to success. Recently, however, criticsclaim that, with the rapid increase of visible minority immigrants, thismodel is overburdened. More fundamentally, questions are raised overthe proper role of the government and non-governmental actors inimmigrant integration. Despite problems, however, there seems to be aconsensus that the current model is the best alternative for efficient andflexible immigrant service delivery.

국문 초록 (Abstract)

캐나다는 대량 이민을 국가 경제발전 전략의 중심에 두고 있는 이민국가이다.
그러나 캐나다는 심각한 민족갈등 없이, 이민자의 사회통합에 상당히 성공적이다.
캐나다의 이민자 통합 레짐의 특징은 정책의 입안과 프로그램의 설정은 연방정부가 중심이 되어 체계적으로 이루어지는 반면, 이민자 대상 서비스의 전달은 대부분 비정부단체 등에 의해 수행된다는 점이다. 이러한 체제는 정부조직의 비대화와 비효율을 피하고, 현장의 자원을 적극 활용하는 모델로, 이민자 통합 성공의배경 요인으로 평가되기도 한다. 그러나 최근 언어적․문화적으로 이질적인 유색인종 이민자가 대량으로 유입되어 사회통합 시스템에 과부하가 걸리면서 그들의정착과 적응이 순조롭지 않음이 지적되고 있다. 보다 근본적으로 이민자 정착 서비스 전달에 있어서 정부의 역할과 비정부 행위자의 역할의 적절한 수준에 대한의문이 제기되고 있다. 그러나 캐나다 내에서 기존 이민 레짐의 기조에 대한 근본적인 변화 요구는 나타나지 않고 있다. 다소의 문제점에도 불구하고 그것이 이민자 통합에 필요한 서비스를 효율적으로 유연하게 제공하는 최선의 모델이라는인식을 대부분의 행위자들이 공유하기 때문인 것으로 생각된다.
