선거와 정치의 전국화 - 제5회 지방선거, 제19대 국회의원선거, 제18대 대통령선거를 중심으로 -

국문 초록 (Abstract)

본 논문은 최근에 실시된 세 개의 서로 다른 차원의 선거인 제5회 지방의회선거, 제19대 국회의원선거, 제18대 대통령 선거를 대상으로 하여 각 선거제도에 따라 지역주의 정도가 어떠한 양상으로 나타나고 있는지를 살펴 보는 데 그 목적이 있다. 분석은 세 개의선거를 통시적 시각에서 각각 이전의 선거들과 비교하여 살펴보고, 다 른 한편에서는 공시적 시각에서 세 개의 선거를 상호 비교하였다. 통시적 차원의 분석 결과, 첫째, 제5회지방 의회선거의 경우, 기초의회가 광역의회에 비해 높은 전국화 지수를 나타내고 있어중선거구제를 통한 전국화 의 가능성은 확인할 수 있었다. 다만 제4회 지방의회선거의 경우는 제5회 지방의회선거와 반대의 양상이 나타 나고 있어 중선거구제의 효과를 일반화하기는 다소 이르다고 할 것이다. 둘째, 1인 2표제로 실시된 제19대 총 선의 경우, 이전의 1인 1표제로 실시된 제13-16대 총선에 비해 정치의 전국화에 긍정적 역할을 하고 있었다. 셋째, 제18대 대통령선거는 이전의 제17대 대통령선거에 비해 2명의 후보에게 표가 집중되면서 지역체계의 전국화 값이 높게 나타났다. 공시적 차원의 분석 결과, 첫째, 첫째, 일반적 예상대로 세 개의 선거 모두에서 영 호남 및 충청 지역의 지지 정당편중화가 다른곳에 비해 심하게 나타났다. 둘째, 선거 경쟁이 치열하여 선거관 심도가 높아져 양당 중심으로 선거가 진행될 경우 지역(체계)의 전국화 값이 높게 나타나는 경향을 알 수 있다 . 셋째, 광역시도별 무소속의 득표율의 차이는 지역체계의 전국화에 영향을 미친다는 것을확인할 수 있었다.

다국어 초록 (Multilingual Abstract)

This article examines the degree of regionalism appeared in the 5th Local Parliamentary election, the 19th National Assembly election, and the 18th Presidential election in terms of a diachronic and a synchronic analyses. The diachronic analysis shows that as for the 5th Local Parliamentary election the nationalization of regional system in the municipal council is higher than in the metropolitan council. This result means that a multi-member system may be conducive to the nationalization of politics. However, since the 4th Local Parliamentary election presents the opposing result, we are reluctant to generalize the effect of the multi-member system. Next, compared to a single-member district system between the 13th and the 16th National Assembly elections, a two-vote mixed in the 19th National Assembly election exerts a positive impact on the nationalization of regional system. In comparison to the 17th Presidential election, a significant number of votes were cast the top two candidates in the 18th Presidential election leading to the high level of the nationalization of regional system. The synchronic analysis indicates that the support for regional parties is remarkable at Yeungnam, Honam, and Choongchung provinces in all three elections. Second, as close race increases interest in election so two major parties dominate voting in elections, the nationalization of regional system is likely to increase. Last, the difference of the voting share of independent candidates has an impact on the nationalization of regional system.
