정보통신기술과 전문성의 재구성: 미네르바 사례를 중심으로 = ICT & Re-construction of Expertise: Focusing on the Minerva Case in Korea

국문 초록 (Abstract)

본 논문에서는 미네르바-박대성을 통하여 현대기술사회에서 전문성의 정의와 역할을 재해석하고 전문적 의사결정의 정당성 문제를 다루어볼 것이다. 2008∼2009년 초 미네르바 현상은 그 자체로 전문성과 민주주의 문제를 압축적으로 드러내고 있다. 우리사회는 이제 ‘누가 전문성을 가진 전문가인가?’ 그리고 ‘전통적인 의미의 전문가들만이 참여하는 의사결정은 정당한가?’라는 질문들을 제기받고 있다. 동시에 ‘미네르바-박대성은 전문가인가?’라는 질문도 제기될 수 있을 것이다. 콜린스와 에반스(Collins & Evans, 2002)는 기여전문성과 함께 연계전문성을 소개한 바 있다. 기여전문성이 해당 영역의 지식을 생산하는 데 기여하는 능력이라면, 연계전문성은 한 분야의 지식을 이해하고 분별하는 능력과 그 분야의 지식을 다른 분야의 지식으로 번역하여 전달할 수 있는 능력을 말한다. 연계전문성은 기여전문성의 가치를 해석해 냄으로써 그 전문분야의 형성에 기여할 수 있다. 연계전문가로서 미네르바는 금융 및 실물경제 분야에 대한 새로운 해석틀을 제시하면서, 그 분야의 문제를 제기하는 데 성공했다. 미네르바의 역할에 의해 일반 시민은 전문적 의사결정의 단순한 수용자에서 참여자로 전이될 수 있었다. 특히 미네르바 사례에서 우리는 정보통신기술이 새로운 전문성의 경로를 형성할 수 있을 뿐만 아니라, 전문성의 경합과정을 구성해 낼 수 있음을 목격할 수 있다.

다국어 초록 (Multilingual Abstract)

The Minerva case shows the problem of expertise and democracy in finance field. Minerva-Park Dae Seong didn't go through a regular course of economics and he isn’t a financial expert in traditional sense. However he had provided suitable information and critics to internet users in 2008∼2009. Here some questions are emerging; “what is the expertise?”, “who is the expert?” and “Is it fair that few experts only engage in professional decision-making?” The concept by Collins & Evans(2002), Interactional expertise can be acquire through linguistical embodiment, not only through social embodiment. While contributory experts produce professional knowledge, interactional experts can grasp that knowledge and translate it to the other field language. So they add to interpret some values of new contributory expertise and to construct that field. I suggest Park has the interactional expertise. He succeeds in telling citizens something about finance problems and citizens can be changed to a participant of knowledge-product & distribution by mediating of interactional expert. Also I present that Information Communication Technology(ICT) can build new path of expertise and constitute the contest between different expertises.
