본 연구는 원자력 발전소 사고 시 임시대피시설의 안전성을 확보하기 위한 성능 개선방안을 연구하였다. 체르노빌 원자력 발전소 사고와 같이, 원전 사고 및 자연재해와 같은 복합 재난 발생 시를 고려한 비상 대응 계획 및 이에 따른 임시 대피시설 개선방안을 연구하였다. 기존 방사선 비상 대응 계획은 일반적인 비상 상황 대피에 중점을 두고 있으며, 현재 인접 주거시설의 경우, 연구 결과 임시 보호 시설로서의 성능 보완이 필요한 상황이다. 복합 방사능 재난 발생 시, 임시대피시설로써의 전환을 위해, 인접 주거시설 중 아파트가 가장 적합한 후보이며, 본 연구에서는 해당 시설의 임시 보호 시설로서의 성능 개선방안에 대한 구체적인 계획을 제안하였다.

This study aims to looking for a measures to secure the habitability of temporary shelter for shelter in place in nuclear power plant accidents. Current radiation emergency response plans for nuclear power plant accidents, like the Fukushima nuclear power plant accident, are centered on evacuation based on normal emergency issuance. However, in the case of a nuclear power plant accident expands into a serious accident under rain warning, such as the Chernobyl nuclear power plant accident, it shows that shelter in place becomes the main protective measure for residents. Current residential facilities do not have the concept of habitability as sheltering facilities in radioactive disasters, and the concept of shelter in place is used simply as a means of assisting resident evacuation. Therefore, when a radioactive disaster is a serious accident, there is a need to improve the requirements for ensuring habitability of residential facilities as temporary shelters. This study proposes a plan to improve the livability as a temporary shelter for apartments with high radiation protection among general residential facilities.
