The purpose of the present study is to evaluate the reliability and validity of the resource, technology, and information literacy scale focusing on the undergraduate and to identify the possibility of developing the instrument which measures it. A pilot test and a main test were constructed and examined by analyzing and synthesizing findings from previous research. Later, item analyses, reliability, and construct validity were investigated. The scale consists of three dimensions, with 8 items for resource, technology, and information literacy, respectively. The sample contains information from 1,258 undergraduate students from 18 universities. The results were as follows. First, the average probability of correct responses for all the items in each dimension was about 58%-65%. Second, the result showed that the suggested scale had reasonable reliability and validity. Third, the result showed that the mean scores of overall scores, and technology and information literacy test was getting higher as grade increased. Fourth, male students scored higher on the technology literacy test as compared to female students. However, scores in resource and information literacy test had no significant difference between male and female students. Finally, given categorical variables in measured variables, confirmatory factor analysis (CFA) with categorical factor indicators has better model fit than CFA with continuous factor indicators. It suggested necessity of further study, to develop performance-type items which directly evaluate the resource, technology, and information literacy, and to verify predictive validity whose criterion was a job ability in real workplaces.
