농촌체험마을과 연계를 통한 자연휴양림 활성화 방안 연구 = The Activation Plan of Recreational Forest in Relation to Rural Tourism Villages

As the urban residents’ consuming trend has been paying attention to well-being & health, forests are being utilized as the main area of outdoor resorts. The representative of forest resort, the Nature Forest, was first established in 1998, for the purpose of offering the outdoor rest area to people, making use of it as an educational place for learning nature, promoting the increasing income from multi-purposed forest management, and contributing to community development. However, the domestic Nature Forest is revealing the problems or thresholds such as the seasonal limit, lack of programs & activities, the restricted supervising staff, insufficient increasing income and so on.
Thus, this study is trying to suggest the connection with Rural Tourism Villages as the remedy for resolving & supplementing the problems & thresholds of the domestic nature forests. Furthermore, this study wants to obtain the empirical data in finding the constructing methods for nature forests connected with Rural Tourism Villages by analyzing the users’ perception gap through IPA(Importance-performance Analysis) of Rural Tourism Villages. The progress of study tries to lay the theoretical foundation by considering the use and limit of domestic nature forests, the appearance of connection-typed nature forests, the nature forests connected with Rural Tourism Villages. In addition, we’ve tried to conduct a survey targeting the users of nature forests & Rural Tourism Villages as well as investigating the current status of Research Areas through the empirical study.
According to the result of this study, most users of nature forests & Rural Tourism Villages are shown to give a positive answer on the link between nature forests & Rural Tourism Villages, needing the connection-typed nature forests. Through IPA(Importance-performance Analysis) of nature forests & Rural Tourism Villages, could we draw the connection method largely as physical link, trial program link & administrative control link. It is identified that the securement of accessibility & the connection of accommodations should be improved as a physical link. As for the securement of accessibility, constructing a bike lane or creating Dulle-gil Trail has been preferred. With a view to the connection of accommodations, it has been analyzed that the difference of price, facilities & degree of management between nature forests & Rural Tourism Villages need to be improved. In case of the trial program, we’ve tried to connect with a variety of trial programs in Rural Tourism Villages. It is estimated that it is desirable to construct as a multiple choice to the demand of users according to a time zone, season and age. In particular, it is analyzed that the trial program of nature forests fostered on the basis of forests needs to be diversified, judging from much more revealed ‘Participation of trial activities & programs’, ‘Children’s Nature Learning & its education’ out of the purposes of the visit to nature forests. Finally, our study has tried to suggest the connection of administrative control.
‘The reservation system’ has been ranked highest as the preferably improvement-required item of nature forests. Furthermore, the problem of promotion can be counted as one of the insufficient items in managing Rural Tourism Villages, which needs to be supplemented through comprehensive promotion & guidance. We can also anticipate the effect of budget reduction & mutual synergy with joint promotion & management such as the combined pamphlet, a promotional video, board and home-page banners.
We’ve wished through this study that the positive effect would be exerted on Rural Tourism Villages as well as on vitalization of nature forests. It is thought that the main tourist attractions of a community become activated, which leads to the connection with nearby tourist attractions, contributing to developing a community in a significant meaning. Henceforth, the connection plan should be achieved on the basis of connection remedy which fully reflects the demand and need between the users of nature forests and Rural Tourism Villages. Into the bargain, it shall be planned so that it can contribute to the fostered purpose of nature forests & the increasing income of Rural Tourism Villages.

국문 초록 (Abstract)

도시민의 소비경향이 웰빙과 건강에 주목됨에 따라 산림이 옥외휴양지의 주요한 장으로 활용되고 있다. 대표적 산림휴양지인 자연휴양림은 국민에게 옥외 휴식공간을 제공, 자연학습교육장으로 이용, 다목적 산림경영으로 인한 소득증대 도모, 그리고 지역개발에 기여하기 위한 목적으로 국내에 1988년 처음 조성되었다. 하지만 국내 자연휴양림은 계절적인 한계, 프로그램 및 활동의 부족, 관리인원의 한정, 소득증대 미흡과 같은 문제점 및 한계점을 드러내고 있다.
이에 본 연구는 국내 자연휴양림의 문제점 및 한계점을 해결하고 보완하기 위한 방안으로 농촌체험마을과의 연계를 제시하고자 한다. 자연휴양림과 농촌체험마을의 중요도-만족도 분석(IPA)을 통해 이용자 인식차이를 분석하여 농촌체험마을과 연계한 자연휴양림 조성방안을 모색하는데 있어 실증적인 자료를 얻고자 한다. 연구의 진행은 국내 자연휴양림의 이용과 한계, 연계형 자연휴양림의 등장, 농촌체험마을과 연계한 자연휴양림을 고찰함으로서 이론적 토대를 마련하고자 한다. 또한, 실증적 연구를 통해 연구대상지의 현황을 파악하고, 자연휴양림과 농촌체험마을 이용자를 대상으로 설문조사를 시행하였다.
본 연구결과에 따르면, 자연휴양림과 농촌체험마을 이용자 대부분 농촌체험마을과 자연휴양림 연계에 관해 긍정적인 응답을 하여 연계형 자연휴양림에 대한 필요성을 볼 수 있었다. 자연휴양림과 농촌체험마을의 중요도-만족도 분석을 통해 연계방안을 크게 물리적 연계, 체험 프로그램 연계, 운영·관리 연계로 도출할 수 있었다. 물리적 연계로 접근성확보와 숙박시설의 연계가 개선되어야 한다고 판단된다. 접근성 확보는 자전거도로 구축이나 둘레길 조성을 선호하였다. 숙박시설 연계를 위해서는 자연휴양림과 농촌체험마을 간의 가격, 시설, 관리정도의 차이를 개선해야 할 것으로 분석하였다. 체험프로그램 연계는 농촌체험마을의 다양한 체험프로그램과 연계하고자 하였다. 시간대별, 계절별, 연령별 이용자의 수요에 맞추어 선택형으로 구축하는 것이 바람직하다고 판단된다. 특히 자연휴양림 방문목적 중 ‘체험활동 및 프로그램 참여’, ‘자녀의 자연학습 및 교육’이 높게 나온 것으로 보아 산림을 기반으로 조성된 자연휴양림 체험프로그램을 더 다양화 할 필요가 있음을 분석하였다. 마지막으로 운영·관리 연계를 제시하였다.
자연휴양림의 가장 우선 개선되어야 하는 항목으로 ‘예약시스템’이 가장 높게 나타났다. 또한, 농촌체험마을의 운영상 미흡한 항목으로 홍보의 어려움을 들 수 있는데, 이를 통합 홍보 및 안내를 통해 보완하고자 하였다. 통합 팜플렛, 홍보영상, 안내판, 홈페이지 배너와 같은 공동 홍보 및 운영으로 예산절감과 상호 시너지 효과를 기대할 수 있다.
본 연구를 통해 자연휴양림 활성화뿐만 아니라 농촌체험마을에도 긍정적인 영향이 미치기를 소망하였다. 지역의 중심관광지가 활성화되므로 인해 인근관광지와 연계가 이루어지고, 이는 큰 의미에서 지역개발에 기여할 수 있다고 생각된다. 향후 자연휴양림 이용자와 농촌체험마을의 이용자 간의 수요와 욕구를 충분히 반영한 연계방안을 바탕으로 연계계획이 이루어져야 한다. 또한, 자연휴양림의 조성목적과 농촌체험마을의 소득증대에 기여할 수 있도록 계획되어야 할 것이다.
