한국 대학들의 해외 학술교류 활성화를 위한 교환학생제도의 문제점 및 행정적 발전방안 = The Administrative Tasks of Student Exchange Program for Activating Overseas Academic Exchange in Korean Universities

국문 초록 (Abstract)

대학에서의 교환학생제도를 포함한 해외 학술교류의 활성화는 국가의 교육행정 차원에서 또 단위 대학기관 차원에서도 그 중요성과 함께, 대학교육의 발전과 경쟁력 강화를 위한 필수적인 정책적 과제로서 적시될 수 있는 사안이다. 본 연구는 고등교육행정 발전을 위한 선택적 연구의 일환으로 한국 대학들의 교환학생제도 현황및 특성, 문제점 등을 관계된 다양한 비교 측면들을 중심으로 살펴보고, 대학의 교환학생제도를 중심으로 해외 학술교류의 발전과 그 활성화를 위한 행정적 과제를 탐색하고자 한다.
교환학생제도의 활성화를 위한 문제점과 행정적 개선과제들 - 선발자격 요건에서의 문제점 및 행정적 개선, 교환학생제도의 학점취득 방식과 학사운영의 융통성, 교환학생 선발 과정의 페쇄성과 투명한 선발 기준 및 절차의 공개, 국제교류 및 교환학생제도에 관한 정보․자료의 미비 및 대학행정의 홍보 부족, 파견학생들에 대한 실질적인 재정 지원과 재원 확보, 국제교류 및 교환학생제도 관련 대학 주관행정 부서의 조직 정비 및 강화 등 - 은 여러 측면에서 나타나고 있다.
교환학생제도를 포함한 해외 학술교류의 취지와 발전적 중요성을 고려할 때, 현재 한국 대학들의 이와 관련된 행정적․정책적 지원은 여전히 매우 미약하다고 할 수 있다. 교환학생제도 등을 통한 해외 학술교류의 활성화는 학교 발전과 연계된 다양한 프로그램을 통하여 대학기관 자체의 중․장기 학교 발전 기획차원에서 치밀한 전략이 선행되어야 할 부분이다. 대학행정 차원에서 관계 부서와의 유기적인 협력을 통해 다양한 국제화 프로그램을 개발하고 확대․추진해 나아가는 실질적이고 지속적인 노력이 강화되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The promotion of international academic interchange programs including student exchange program is an essential political task to advance university education and its competitiveness. This study investigated various aspects of student exchange programs of different universities in Korea. Also, the tasks for policy making to promote the international academic interchange programs specifically student exchange programs are discussed.
There is a number of drawbacks and administrative tasks requiring improvements to promote student exchange programs. These include the problems and possible administrative improvements in student selection criteria, the methods of obtaining academic credits and the flexibility of academic affair management, the obstructiveness of student selection procedure and possible disclosure of student selection criteria, the
incompleteness of the information on international interchange programs and student exchange programs of the university, the lack of promotion on university administration, financial assistance and secured budget for the exchange students, and the establishment and reinforcement of department to take a charge of international academic interchange programs including student exchange programs.
To consider the aim and the importance of international academic interchanges and student exchange programs, the current status of the related administrative and political supporting systems in Korean universities are very subtle. Therefore, the establishment of the elaborative strategies are required in a close contact with an extended development plan of each university. Therefore, continuous and practical efforts to develop and extend diverse globalization programs are necessary based on a close collaboration among various administrative
departments in university.
