농업인 교육프로그램의 평가지표 개발 = Development of the Evaluation Indicators in Education Program for Farmers

다국어 초록 (Multilingual Abstract)

The purpose of this study was to develop the evaluation indicators in education program for farmers. The evaluation indicators was developed through a comprehensive review of literatures related to farmer education and program evaluation.
Twenty five evaluation indicators were developed according to 17 sub-domains in 4 evaluation domains. Educational objectives and target audiences include 5 indicators according to educational objectives, target audience, and correspondence between educational objective and functions of institution. Educational capabilities include 5 indicators according to educational facilities, materials, staffs in charge, and historical accomplishments of the program. Program implementation and management include 10 indicators according to educational contents, a period and schedule of program, lecturers, educational methods, execution of educational expenses, and educational management. Educational accomplishments and assessment include 5 indicators according to educational accomplishments, audience assessment, follow-up management for audiences, and utilization of assessment results.
The evaluation indicators were verified by several panels of expert committee including farmer educators, and through actual application. Consequently, it was identified that the evaluation indicators were suited to gather information for judgments of goal achievement and decision making in programs.

국문 초록 (Abstract)

이 연구의 목적은 농업인 교육프로그램에 대한 평가지표를 개발하는데 있었다. 이를 위해 농업인 교육프로그램의 바람직한 수준 및 평가모형 설정을 위해 국내외 농업인 교육프로그램 특성과 관련한 문헌을 고찰하였다. 문헌고찰을 통해 4개 평가영역에 대해 17개 평가항목 및 25개 평가지표가 최종 개발되었다. 교육목적 및 대상 영역은 교육목적, 교육대상, 기관역할과 교육목적의 부합성 3개 평가항목에 따라 5개 평가지표, 교육역량은 교육시설, 교육기자재, 전담조직 및 인력, 프로그램 실적 4개 평가항목에 따라 5개 평가지표, 프로그램 운영 및 관리 영역은 교육내용, 교육기간 및 일정, 강사진, 교육방법, 교육비 집행, 교육관리 6개 평가항목에 따라 10개 평가지표, 그리고 교육실적 및 평가 영역은 교육실적, 교육생 평가, 사후지도, 평가결과의 활용 4개 평가항목에 따라 5개 평가지표가 개발되었다. 개발된 평가지표는 농업인 교육훈련 및 프로그램 평가 관련 전문가 및 농업인 교육담당자의 검토와 농업인 교육프로그램 평가에 실제 적용을 통해 타당성이 검증되었다. 또한 농업인 교육프로그램의 목표달성 확인 및 의사결정 정보수집에 적합한 것으로 확인되었다.
