국문 초록 (Abstract)

이 연구는 학교컨설팅과 장학 활동에 대한 사례를 통해 학교변화의 실제를 분석하는 데 그 목적이 있다. 분석 결과 컨설팅을 학교에 적용할 수 있는지에 대한 가능성과 한계를 밝혀 보고자 한다. 이러한 목적 달성을 위한 학교컨설팅 사례는 2002년 한국교육개발원이 실시한 W중학교를, 그리고 요청장학 활동은 A중학교를 대상으로 분석하였다. ‘학교 구성원들의 원활한 의사소통 통로 구축 방안 정립’이라는 주제로 실시한 학교컨설팅 활동 과정에서 학교장, 보직교사, 일반교사들은 컨설팅을 하면서 서로 신뢰하는 분위기가 싹트기 시작했고, 이러한 분위기는 각종 협의회, 기획회의 등에서 의사소통의 변화를 가져왔다. 요청 장학은 학교 교육활동 전반에 대한 점검과 수업에 대한 강점과 약점을 발견하는 기회를 제공하고 있다. 연구 결과 요청장학은 학교나 교사의 약점에 대한 개선 방안과 보완 사항을 학교나 교사 스스로 해결하도록 하는 한계를 갖고 있다. 따라서 학교와 교사의 약점이나 개선 방안을 학교컨설팅에서 찾을 수 있는 가능성이 있다.

From 2000 to 2002, the Korean Educational Development Institute implemented school consulting for primary, middle, and high schools in an effort to comprehensively evaluate the current status of schools. City and provincial offices of education are also carrying out supervisory consulting to improve teaching and learning methods.
The goal of this study is to clarify meanings of school consulting and supervisory activities and analyze changes brought in schools by assessing actual cases involving the two tools of educational improvement. The results from the analysis reveal the possibilities and limits in the applicability of school consulting. To achieve this research goal, this study relied on two projects implemented by the Korean Educational Development Institute in 2002: (1) school consulting at W Middle School and supervisory activities at Middle School A.
The school consulting project was entitled "Establishment of Strategies for Effective Communications Among School Members." The consulting project was directed at principals, master teachers, and teachers. The changed environment led to improvements in communication when the school members participated in various types of activities in committees, meetings for planning, and on-duty teams during vacations.
This research found that there is a weakness in supervision-on-demand: schools and teachers have to devise on their own plans to improve educational environment. School consulting can thus be proposed as an alternative. Teachers and outside experts can work together to identify weaknesses and find strategies and plans for improvement.
