This research is designed to demonstrate the effectiveness of Internet-based teaching and learning as a way to facilitate elementary school students ability not only to understand international issues, but to internalize appropriate and reasonable attitudes as international members in the decision-making process by guiding them into making the most use of pre-cautiously selected teaching-learning materials and experience the real world through up-to-the-minute information presented on Internet .For the above-mentioned purpose, some pre-studies and a practical experiment were conducted. The contents are as follows: (1) the definition of international understanding, especially in the teaching of geography, (2) previous research on Internet-based learning of international understanding, (3) the analysis of the contents of the sixth grade textbook in social studies focusing on international understanding, (4) the actual experiment, and its implications. while leading them to form positive and appropriate attitudes towards those international issues and concerns. In T-test based on the result of the posttest, it is evidenced that there are significant differences placed between the two approaches.
