    The development strategies and the newtown construction policies in the Seoul metropoltan region(SMR) have been driven to the industrialization and concentration since 1960. The newtowns including Bundang have recently constructed in the suburbs and urban fringes around Seoul. So many factors as the congestion, pollution, traffic jam, etc. have caused the urban problems in the SMR. Furthermore the concentration of the population and the functions in the SMR has the regional development unbalanced. Particularly Pangyo outside the southern part of Seoul is a kind of the greenbelt or buffer zone protecting the congestion in the SMR. So Pangyo is recommended as the open space or the buffer zone for the ecological environment in the SMR. The paradigm of the construction policies in the SMR should be oriented to the ecologically sound and sustainable development.
