MRA(장물시장 줄이기)를 통한 범죄예방에 관한 연구 = 절도범죄를 중심으로

국문 초록 (Abstract)

MRA는 Market Reduce Approach의 축약자로 절도범죄를 감소하기 위해서는 절도범죄자를 검거하는 것이 아니라 장물시장을 감소시켜 절도범죄자로 하여금 절도를 하게 되는 기회를 미리 차단하여 절도범죄를 행하지 못하게 하기 위한 전략이다. 따라서 MRA는 장물시장을 감소시키기 위한 체계적이고, 전술적인 도구를 제공하여 범죄를 감소시키는 적합한 전략을 채택하고, 장치를 고안하여 지역문제가 발생되었을 때 이를 해결하기 위한 것이다.
MRA의 가장 중요한 목적은 범죄예방정책이라는 것이다. 절도범죄가 발생하기 전에 범죄의 기회를 감소시켜 절도범죄를 막는 것으로 가장 중요한 것은 절도범죄자들이 훔친 물건을 현금화 할 수 있는 장물시장이 있기 때문에 절도범죄의 동기에 이끌리게 된다는 것이다. 따라서 장물시장을 줄인다면 절도범죄자의 절도에 대한 동기를 줄여서 범죄가 발생 되는 것을 예방 할 수 있다.
따라서 본 연구에서는 공식적인 통계에 따른 우리나라 절도범죄자의 현황을 절도범죄발생장소, 범죄동기, 장물처리, 금전소비유통 등으로 나누어 살펴보고, 절도범죄를 예방하기 위한 대책으로 MRA(장물시장 줄이기)를 통하여 사전에 절도범들의 범죄 동기를 차단하여 범죄를 행하지 못하게 하는 내용에 초점을 맞추고자 한다. 아울러 위의 MRA 내용을 바탕으로 향후 절도범죄를 예방하기 위한 몇 가지 방안들에 대하여 모색하고자 한다.

다국어 초록 (Multilingual Abstract)

The aim of this study is the effect of the MRA to the crime prevention in the theft crime. It is needless to say that it is very important to take scientific and long-period steps for the theft crime prevention and the proactive view is much more effective than the reactive view to solve the theft crime. This study will be performed in the proactive view, especially in the theft crime related to the private securities. Namely, we have to prepare the effective prevention strategies of more serious theft crime. Related to this point, MRA is studied as the effective prevention strategies of theft crime. MRA is an abbreviation for market reduce approach. MRA is the strategy that keep the thieves from criming the theft as reducing the stolen goods markets.
This MRA apply increasing the effort of offending, increasing the risks of offending, reducing the rewards of offending influenced by the situational crime prevention theory.
The main purpose of MRA is to increase the danger and effort of the theft crime of theives and to reduce of the reward of crime. So the proactive step through the MRA is classified such as Omnipresence or Police presence, police specialization in the stolen goods, positive use of crime prevention program, strengthening of legal punishment for hot goods brokers, thieves and buyers, management strengthening management for the recidivist and juvenile thieves.
