지방분권추진과 지방정부개혁의 연계방안에 관한 연구 = The Linkage Strategy between Decentralization and Local Government Reform

South Korea over the recent decade has been driving public sector reform, or innovation. Many government reform programs underway were introduced by policy makers or political leadership. The reform's goals and approaches sought by each government have some different points. However, the results in evaluating their reform performance are nearer to failure rather than success. Also, the Participatory Government started in the beginning of 2003 can not overlook the historic stream of public reform. President Roh has to restructure a functional relationship between central and local government before driving public sector reform.
The biggest beneficiary of the decentralization policy is local government throughout the country. An enlargement of autonomous power gained throughout decentralization is welcomed by local government, but it is accompanied with responsibility. Therefore, the decentralization drive has a function not only as an engine promoting local government reform (LGR), but also as a challenger to its reformation and innovation.
In my ongoing study, I investigate the linkage strategies between decentralization and local government reform. The intended purpose of this paper is not only to highlight the devolution of functional responsibilities to local government, but also to explore alternatives to be able to internalize the reformation engine. This paper suggested the 'Regional Innovation Association(RIA)' as a linkage mechanism for bridging between decentralization policy and local government reform.
Finally, decentralization dashing under central government's initiatives should develop as an infrastructure doing regional development and upgrading the quality of citizen life.
