Despite improvements in safety awareness and strengthened safety activities under the Occupational Safety and Health Act, accidents continue to occur. As a result, the Serious Accident Punishment Act has been enforced since January 27, 2022, aiming to raise awareness about safety in all locations, including workplaces and offices.
However, public wastewater treatment plants have received little attention, and as a result, workers are exposed to significant safety risks. Numerous hazards, such as falls, overturning, electric shocks, and entrapment, are prevalent. These accidents occur due to various factors, including the company's safety negligence, a lack of safety awareness among public wastewater treatment plant workers, and insufficient understanding of the chemicals handled and the wastewater treatment processes. However, these accidents can be prevented through awareness changes and education.
This study aims to establish a more effective and systematic safety management system at public wastewater treatment plants where hazardous chemicals are handled and on-site work is conducted. It seeks to identify vulnerable areas and find improvement measures.
The research was conducted with a sample of 101 workers from the northern Gyeonggi Province, Chungcheong Province, and Gyeongnam regions in Korea. A total of 18 survey questions were used, and results were derived through frequency analysis in descriptive statistics. The survey findings revealed that the average work experience of workers at public wastewater treatment plants was short, and there was a need for greater awareness of chemicals, improved safety measures, stricter adherence to personal protective equipment (PPE) usage, and compliance with safety standards and training regulations.
Based on this survey, the study aims to identify issues in handling hazardous chemicals, assess the awareness and current conditions of workers in industrial complex wastewater treatment plants, and propose the following measures to establish a more effective safety culture:
First, since workers at public wastewater treatment plants are constantly exposed to the risk of hazardous chemical leaks, the tenant consortium should establish emergency response plans to prepare for such situations.
Second, periodic and systematic safety training (including MSDS) is necessary at public wastewater treatment plants and within the tenant consortium. Workers tend to become complacent due to the repetitive nature of their daily tasks, leading to a low level of safety awareness. Therefore, regular safety training is essential to prevent safety accidents.
Third, specialized personnel should be strengthened. The majority of workers at public wastewater treatment plants lack experience in working in specialized environments, such as wastewater treatment facilities and handling hazardous chemicals. If hazardous chemical exposure and other general safety accidents occur simultaneously, it becomes difficult to respond effectively. Therefore, it is necessary to assign experienced specialists to ensure proper preparedness.
Fourth, the enhancement of the working conditions at public wastewater treatment plants must be improved. The survey results also showed that the most significant issue was the difficulty in handling hazardous chemicals due to poor working conditions. Therefore, the work environment must be improved to ensure that workers do not experience discomfort.
