The police began with the human history as not merely the holder of public order but also the protector of the social community. This police must keep social order and prevent personal life and property from a burglar, a robber and so on. And they may have their values in supporting various members of the community.
Since the Korean Government's commencement, despite of many changes in the fields of politics, economics, society, education and culture, the Korean Police have been continuing the national police system which centers on keeping public order rather than protecting the citizens more than half a century.
However, in the 21th century, the age of knowledge information and the localization requires any change in the centralized state administration until now. Above all, the Rho Moo-Hyun Administration which have launched in 2003 announced the decentralization as a core policy of the nation and it tried to carry out local autonomy that is different from previous governments in terms of degree, limit, and measure.
Consequently, these situation changes demand to complement the existing police or introduce new system to replace the established structure. When thinking to take the place of the national police system, the autonomous police system would be the first to mention.
The autonomous police system is referred to decentralize affairs, organization, personnel, finance and others of public security and to solve public peace matters like citizen protection, local order keeping and safety maintenance with community's ability. The major components of this autonomous police system contain affairs, organization, personnel, finance and the like.
To introduce the autonomous police system has been discussed since 1945, when new administration began, it was debated repeatedly. But it could not actualize until the Rho Moo-Hyun Administration.
The present Administration decided the introduction of "an autonomous police system centered on citizen life" which was reflected in all levels of society on October 16, 2004 and laid related bills before administration & autonomy committee of the National Assembly on December 5, 2005.
The purpose of this study was therefore to observe that an autonomous police bill as a concretion of the introduction of an autonomous police system by the Rho Moo-Hyun Administration with affairs, organization, personnel and finance approaches, and raises an issue of an autonomous police bill and make a suggestion about it.
For that purpose, the range of time in this study is from in July 2003 to when the "participation government's decentralization road-map" was announced in December 2005.
As the methodology, it used literature method to describe, explain and analyze various kinds of textbooks, treatises, papers, theses, articles. material, project reports, and others about an autonomous police system.
Accordingly, this study followed: the second chapter, which is about the theoretical consideration of the autonomous police system, arranged general ideas on autonomous police the first thing and explained the necessity for autonomous police. And, the main working stage of autonom-ous police is not national community but local community, so we exami-ned the relationships between local autonomy and autonomous police or autonomous police's look in local community.
In terms of typical police system, the national police, the autonomous police, and the combined police was presented and the systems employed by Britain, Spain, France and Japan where an autonomous police system is carried out already were reviewed.
Also, the theoretical models of autonomous police which include an autonomous police model in upper unit, an autonomous police model in primary unit, an autonomous police model in primary unit by nomination, an autonomous police model in primary unit by election, and an autonom-ous police model in new formation were considered in aspects of organization pattern, human management and working finance.
The third chapter described the discussion process about the autonom-ous police system from the American Military Administration to the Kim Dae-Joong Administration. Then it examined the introduction of an autonomous police system by the Rho Moo-Hyun Administration in the sides of affairs, organization, personnel and finance.
In the fourth chapter, we indicated problems on the bill of an autonom-ous police system in the Administration and suggested reformation plans for an effective and successful settlement and stabilization.
The fifth chapter is the conclusion that summarized the major contents and suggested projects in the future on the bill of an autonomous police system.
