비용 편익 분석 기법의 장단점 = Merit and Demerit of Cost-benefit Analysis

국문 초록 (Abstract)

공리주의는 윤리적 판단의 근거로 최대 다수의 최대 행복이라는 원칙을 제시하였다. 이러한 효용극대화(utility maximization) 원칙은 아주 간결한 기준이다. 이를 실제 정책결정과정에 적용한 방법이 비용 편익 기법이다. 본 논문에서는 비용 편익 분석을 공리주의 관점에서 소개하고 그 방법론적 문제점을 지적하였다.
비용 편익 분석 방법에 의하여 국책사업을 선정할 때에는 첫째, 여러 대안을 제시한다. 둘째 단계에서는 여러 대안을 수행함으로써 예상되는 잠재적 효과들을 비용과 편익으로 측정한다. 즉 기대 효용을 화폐단위로 측정한다. 마지막 단계에서 측정된 비용과 편익을 합산하여 가장 큰 순편익을 발생하는 대안을 선정하게 된다. 이는 공리주의가 제시하는 효용의 극대화 방법을 적용하는 과정이다.
이처럼 비용과 편익을 측정하는 과정에서 자의적 요소가 작용할 소지가 존재한다. 비용과 편익의 형태가 시장가격이 존재하지 않는 무형적인 경우에는 더욱 측정상의 어려움이 수반된다. 또한, 화폐단위로 비용과 편익을 측정한다면 이는 기대수명이나 자연경관과 같은 고유 가치를 화폐로 환산하는 비윤리적 방법이다. 효율성을 강조하는 비용 편익 분석은 인권을 무시할 소지가 존재한다. 한국의 경우, 저숙련 노동력을 보충하기 위하여 해외근로자들에게 취업허가서를 발부하여 노동력 공급을 보장하는 것은 경제발전을 위해 효율적이지만 이들에게 취업기한 내 이직을 금지하고 있는데 이는 인권을 유린하는 것이다. 의료접근이 어려운 취약지구에 국립 거점병원을 운영하고 있는데 거점병원은 적자를 발생하고 있는 상황이다. 만약 비용 편익 분석에 의하여 경영평가를 한다면 지역 거점 국립병원은 폐쇄하는 것이 효율적이다.
그러나 이러한 정책은 의료 취약지구 주민들의 건강권을 해치는 것이다. 이처럼 비용 편익 분석은 공리주의에 가해지는 비판이 그대로 적용된다. 결론적으로 비용 편익 분석은 효율적인 방법이나 심각한 문제점을 내포하고 있는 바 이를 극복하기 위한 노력이 필요하다.

다국어 초록 (Multilingual Abstract)

Utilitarianism suggests a simple principle, utility maximization as a moral criteria. In the policy making process, decision makers adopt cost-benefit method through an application of utilitarian principle. It is an effort of rational endevour.
However cost-benefit analysis faces many difficulties in an actual application stages; measurement problem of expected cost and benefit, disregard of human rights and distribution, ethical problem of cash value evaluation. These difficulties are the same as critiques against utilitarianism.
In korea, work permit policy for foreigners provides enough labour supplies in a blue-color labor market. Especially Korean foreign labour policy limits free occupational transit for a consistent labour supply. In this regard, this policy is an efficient application of utilitarian principle. However this limit is a violation of freedom of occupation. This critique is the same as a critique against utilitarian violation of human rights. Korean governments also adopts efficiency test of public hospital management. However this evaluation disregards enough medical services for the peoples of rural areas. In this regard, this utilitarian efficiency evaluation violates human rights. In conclusion, cost-benefit analysis should supplement these utilitarian difficulties.
