The main purpose of this study is to develop an instructional model for decision-making based on the brainwriting method, in order to enhance students` decision-making ability, which is a core element of democratic citizenship as well as a main goal of social studies education. With various, complicated societal problems of rapidly changing contemporary societies, there has been a growing emphasis on the individual`s decision-making ability to solve these problems in the area of social studies education. In this study, the decision-making ability indicates an ability to participate in the democratic processes as a member of a given society and to make reasonable, democratic decisions for various social problems. First of all, based on the review of the literature on major decision-making models in the area of social studies education, we illuminated the features and limitations of previous decision-making models critically, suggesting some rationales for the need of an altermative model. Next we described core concepts and basic stages of the brainwriting decision-making model : the basic model and the extended model. Lastly, Each model is discussed with concrete examples, followed by anticipated pedagogical consequences for social studies education. The alternative instructional model for decision-making presented in this study will help students improve their critical thinking and communication skills within social studies classrooms. Additionally, the presented model will help social studies teachers create educational experiences, through which students can engage in participatory actions in the processes of decision-making for given social problems.
