The purpose of this paper is to review the current trend of studies on North Korea``s South Korea policy and to analyze related issues. There is a controversy about the South Korea policy of North Korea: did it change or did it not change? This paper concentrates not only on controversial opinions but on factors that lead North Korea``s government to an appeasement policy towards South Korea. The main factors are the international environment, domestic economic deadlock and the rise in international competitiveness of South Korea. North Korean political leaders and administration expect that North Korea can recover from severe economic problems by financial support of South Korea. Moreover they no longer consider that the South Korea regime would be overthrown easily through revolution. Therefore North Korean traditional unification policy, OStrategy of South Korea Revolution,O has changed. As the situation turned out unfavorable for North Korea, SouthKorea policy of North Korea pursued more practical purpose.
