We examined the case of tourism development generally so far. This tourism development is led by a local government association in Japan. Then residents participated in it. Here the residents are at once the object of development and the subject. We saw how they recognize, cope with and evaluate their own systems in their discourse as main text. Some of the views are as follows. First, this research on the sightseeing development process of the local government association in Japan is very specific and practical contrary to many previous studies that are superficial. This case of success by local government is good for our tourist development. Secondly, sometimes tourism development in anthropology is discussed negatively in aspects related to culture. That is, tourism development destroys traditional culture. But it can not be said that tourism development alone is guilty of the destruction of traditional culture. This debate is misled by assuming that culture is a fixed entity in the first place. Rather sightseeing stimulates traditional culture and motivates new culture creation. In other words, Nangoson's culture unites Baekjae and Japan and its uniqueness attracts tourists' interest. It can be called a hybrid culture. Thirdly, Nangoson's culture represented Baekjae culture and became a hybrid culture that explained some Korean influences in Japan. Here the sightseeing culture in Nangoson plays an important role as the medium of distribution for the Baekjae image. Furthermore, people in Nangoson objectify their culture. They developed their remains into a tourist industry. It helped their own culture become aware of its need for survival. As a result, the success of Nangoson supports a claim, $quot;Residents wntnbute and maintain a residential community$quot;(establishment of identity) Finally, Bali in Indonesia could become a famous tourist attraction thanks to the international distribution of the image that represents Bali culture in the opinion of some. What is the image of the Baekjae village? What medium makes the image and how is it distributed? It is necessary to concentrate inquiry and analyses on those issues.
