지방자치단체의 외국인근로자 지원정책 강화방안: 군포시 사례를 중심으로 = A study on Improving the Supporting System for Foreign Workers in Local Government

다국어 초록 (Multilingual Abstract)

This paper studies foreign worker policy supports in a local government context with a case study of Gunpo city. The study reviewed foreign worker statistics and support policies, and performed foreign worker surveys, then suggested to the foreign worker policy support of Gunpo city upon the found issues during the study. First, on the institutional aspect, acts supporting foreign workers with residencies in local governments should be implemented and support plans should be established. Should empower the role of foreign worker supporting teams with role allocations among local government, central government and NGOs. Auditing and monitoring functions of foreign worker labor rights should be reinforced, and policy supports for medical care, work environment and residential environments are necessary at local government scales. Second, on the operational aspect, change of recognition on foreign workers, Korean language education and settlement training is necessary. In addition, encouraging foreign workers to have health insurance and supporting cultural activities are necessary.
