일선공무원의 과업수행도식 변화에 관한 연구 = The Change of Task Schema of Street-level Bureaucrats

국문 초록 (Abstract)

이 연구는 일선공무원들이 과업을 수행하는 과정에서 사용하는 과업수행도식의 변화에 관한 연구이다. 일선공무원의 과업수행도식에 대해 관심을 가지는 것은 일선공무원들이 정부 정책을 집행하는 주체들이고, 이들이 국민들과 직접 접촉하면서 정부 정책에 대한 국민들의 평가에 매우 중요한 영향을 미치기 때문이다. 일선공무원들은 과업을 수행하는 과정에서 다양한 어려움에 직면하고 있고, 이 어려움들이 공식적인 과업수행도식에 따라서 과업을 수행하지 못하도록 유도한다. 이 과정에서 일선공무원들은 현실에 맞는 새로운 비공식적 과업수행도식을 형성한다. 비공식적 과업수행도식은 종종 정부정책의 형식적 집행으로 이어져 국민들의 정부정책에 대한 만족도와 신뢰도를 저하시키는 원인이 된다. 따라서 일선공무원들이 실제 사용하는 과업수행도식(in-use task schema)에 대해 보다 면밀한 분석이 필요하다. 공식적 과업수행도식이 형식화되지 않고 현실 적합성을 높이기 위해서는 일선공무원들이 직면하고 있는 다양한 제약요인들에 대한 검토와 개선이 필요하다. 뿐만 아니라 조직 내 다양한 지식들, 즉 체계적 지식(system knowledge)과 현장적 지식(local knowledge)의 조화가 필요하다. 체계적 지식과 현장적 지식의 조화를 위해서는 조직 내 지식의 흐름이 원활하여야 하고, 이를 위해서는 계층 간 장벽과 부서 간 장벽을 낮추는 노력이 필요하다. 한마디로 효과적 지식관리는 조직의 효과성을 제고하는데 매우 중요하다

다국어 초록 (Multilingual Abstract)

This article is for examining the change of street-level bureaucrat's task schema. Street-level bureaucrats are very important agents, because they implement the public policies face to face with the citizens in the fields. But the street-level bureaucrats have various difficulties in implementing public policies. Schema is a general knowledge system, which help to efficiently response to external stimulus. Public organizations have formal task schema for implementing public policies. But the formal task schema is not applied to the task fields. Therefore street-level bureaucrats change the formal task schema into another informal task schema. The informal task schema is easily applied to the task fields. That is not ideal type schema but in-use type schema. The important things is that the outcome of policy implementation is not getting the enacted goals. In other words, the policy implementation is easily to be formalized. Therefore, overcoming the problems of building an informal task schema of street-level bureaucrats is very important for effective implementation of public policies. For solving the problem, executive-level bureaucrats should review and innovate the difficulties of street-level bureaucrats in the process of implementing public policies. Especially, it is very important to guide intra-organizational knowledge flow to be fluent. If the knowledge flow is fluent in the organization, then the formal task schema could be applied to the real field. Because the task schema have all the system knowledge and local knowledge. Effective knowledge management is very important to improve the organizational effectiveness.
