이중 양분형 CVM을 통한 부산 불꽃축제에 대한 편익 가치 추정

국문 초록 (Abstract)

본 논문은 부산 불꽃축제 행사와 관련하여 예산투입의 타당성에 대한 사전단계로서 조건부 가치 이중경계모형을 통하여 지불의사금액을 추정하였다. 부산불꽃축제는 광안대교를 배경으로 이제 부산의 상징성을 부여받고 있으나 1회성 소비행사라는 부정적 지적도 있다. 부산불꽃축제가 공공재로서 편익이 비용보다 높다면 예산투입의 타당성이 존재하게 되는데, 이 경우 정책적 지원의 근거마련을 위해 편익을 추정할 필요가 있다.
이용자의 지불의사금액을 로그-로지스틱모형을 통해 추정한 결과 평균값이 5,661원으로 나타났으며 전체 총편익은 20.25억원으로 추정되었다. 로그-노말모형의 경우 평균값이 5,313원, 총편익은 19.01억원으로 나타났다. 비용과 대비하여 본다면 정책적 판단에 공공재의 가치를 실현하기 위한 중요한 정보를 제공해 줄 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study investigated how much a person wants to spend money to enjoy the Busan Fireworks Festival so that related planners and public servants will be able to make a reasonable annual budget and use it for a preliminary data. The Busan Fireworks Festival is now recognized as a symbolic event which represents very well the beauty of city of Busan, but at the same time negative evaluation also exits because of the nature of one casual event which simply consumes abundant city budgets. In this sense, if the benefits of Busan Fireworks Festival surpass the costs so it is worth it, it is necessary to host this event on and on. If so, this kind of data can also provide the validity in policy-making regarding this festival.
In this regard, this study investigated the expected payment who wants to visit to see this festival using log-logistic model. As a result, this study found the expected amount was average 5,661 won, and total benefits turned out 2.125 billion won. On the other hand, the average amount was 5313 won, and total benefits was 1.901 billion won based on log-normal model. Viewing from this calculation, it is evident that the Busan Fireworks Festival is considered as a valuable event which provides the quality of life and culture to the general public overall.
