The purpose of the study is to analyze phenomena of individually permitted development and to suggest improvement of the system.
Most small-scale development has taken place in non-urbanized areas, with 7.4% of urbanized areas and 92.6% of non-urbanized areas in Gyeonggido during 2012-2018. The number of cases appears in the order of houses, retails, factories, and warehouses. In terms of area, factories are the largest, followed by houses and retails similarly. Small-scale development is causing problems such as lack of infrastructure, deterioration of the landscape, damage to the natural environment, and environmental pollution, on contrary to the purpose of individual development permission.
In the short term, the study suggests to strengthen quantative standards of individual development permits, to cooperate with other systems such as city landscape plan, to draw up improvement for blind spots in the Housing Act etc., and to activate quasi-industrial complexes for readjustment of individually located factories etc.. In the long term, it is proposed to adjust the allowable use of the zoning system, to cooperate with higher-level comprehensive plans, and to provide financial support for infrastructure.
