AEO 상호인정협정의 무역원활화 효과 분석

The purpose of this study is to analyze economic factors to influence on making AEO MRAs and to estimate impacts of AEO MRAs on international trade.
AEO program is expected to be an important role to facilitate international trade. Moreover, WTO Trade Facilitation Agreement which is recently adapted has a similar concept of AEO as ‘Authorized Operator’. This will be a strong stimulus for AEO and AEO MRAs to be spreaded worldwide.
As a result of analyzing economic factors through panel probit model, it is likely to make AEO MRAs between countries which have modernized customs-clearance procedures. Because the variables such as trade freedom and OECD dummy has positively correlated to AEO MRAs. This finding shows that AEO MRAs does not play a complete part as trade policy measures. To maximize the effects of AEO MRAs, it is necessary to make AEO MRAs with developing or non-developed countries which has relatively complicated customs-clearance procedures.
Nevertheless, AEO MRAs has positive impacts on international trade. The estimation using Gravity Model is positive. AEO MRAs increase trade volume by 6% in fixed effects model and by 6.9% in Hausman-Taylor model. Consequently, AEO MRAs play important roles to stimulate trade facilitation.
