국문 초록 (Abstract)

지식정보사회로의 전환기를 맞아 경쟁력을 갖춘 우수한 인재를 확보하고 육성하는것이 무엇보다도 중요하며 이는 일반 기업은 물론 공공기관에서도 절실히 요구되고있다. 최근 이러한 요구를 만족시키기 위한 방안으로 사이버 교육훈련이 활발하게 실시되고 있으나 양적 팽창에 따르지 못하는 질적 수준 저하가 우려되고 있다.
본 연구는 공무원 사이버 교육훈련의 질을 평가하기 위하여 사이버 강좌의 평가척도 개발과 그 타당성을 검증하는 것을 목적으로 수행되었다. 관련 선행연구들을 분석하여 예비평가척도를 개발하였고 S공무원교육원의 교육훈련대상자 396명에게 설문조사를 실시하였다.
응답 결과를 가지고 구인타당도 검증을 위해 탐색적 요인분석을, 모형의 적합도 검증을 위해 확인적 요인분석을 실시하였다. 연구 결과, 학습의 내용 및 설계, 학습자, 전반적 효과성, 운영 시스템, 교수적 지원, 평가, 학습운영 지원의 7개 요인이 추출되었으며, 43개 문항으로 구성된 평가척도를 최종적으로 확인하였다.

It is the utmost task to secure and to raise the well-qualified and globallycompetent civil servants to meet the changing demands for the governmentservices in the era of transition to the advanced country. Recently cyber educationprograms are proposed and adopted as a way of training civil servants to meetthe above goal. But in utilizing cyber education, qualitative as well as quantitativeaspects of cyber education should be taken into the consideration.
The purpose of this study is to develop a scale to measure the effectiveness ofcyber courses for civil servants and verify its validity. Fifty-five items over tencategories were developed based on literature review and were examined byexperts, civil servants in the field. To verify the validity of the scale, 331 civilservants participated in the study. The results of the study yielded seven factorswith 43 items: 1) management support, 2) learner participation, 3) overall coursesatisfaction, 4) instructional support, 5) system, 6) instructional contents anddesign, and 7) evaluation.
